Affordable Housing

Establish that everyone can have an affordable place to call home with reasonable and realistic access to regional economic opportunities and amenities.

With the median price of a home in Broward County approaching $400,000, even those earning better-than-average paychecks are often unable to find an affordable place to call home. Government must coordinate and develop innovative programs and initiatives to encourage the construction of housing for families and the County’s workforce.

program funds to assist several
hundred low-income residents
in repairing, constructing and
maintaining their homes.

Key Initiatives

Infill Housing Program - The Infill Housing program is designed to encourage the private sector to construct affordable single-family homes in the Central County unincorporated area, where there are currently 140 infill lots. In June 2005, a Request for Proposal was issued to qualified developers for the first 19 lots. This program will offer new affordable single-family housing to eligible families, as well as enhance the community.

Create Density Bonus Incentives - Revise the Administrative Rules of the Broward County Land Use Plan, creating a density pool of existing flex units to be distributed administratively by the Broward County Planning Council. The creation of a density pool will act as an incentive, allowing cities to award additional market rate units as a reward for the production of affordable housing units on any development site. The ability to award additional units provides municipalities with a valuable mechanism to increase the number of housing units for working families.

Streamline Government - Evaluate developing a Community Vision statement and the creation of an “Urban Service Boundary” in the Broward County Land Use Plan, pursuant to Senate Bill 360 (2005). Preparing these new elements will streamline adoption of local plan amendments while maintaining County Commission reviews. This will provide greater flexibility for designing and approving redevelopment and infill projects, which will constitute the majority of new development in the County. This streamlining procedure could reduce the local plan amendment process by at least six months.

Modify County Housing Programs - The County provides financial assistance for housing purchase and repair through the use of SHIP and HOME Investment Partnerships (HOME) funding. Current program requirements allow forgiving 20% of the funding assistance each year, eliminating all repayment to the County after 5 years. The Office of Housing is researching HUD policies regarding repayment procedures to amend SHIP and HOME program rules requiring repayment of funding when houses are sold. This will allow Broward County to invest repayments back into SHIP and HOME programs, providing additional housing assistance.

Fund Construction of Affordable Rental Units - The Multi-Family Construction program will use County resources to encourage developers, cities and housing authorities to construct multi-family housing. This will provide affordable alternatives to home ownership for qualified families and individuals.
