Bertha Henry came to Broward County in July of 2000 after serving as the Assistant City Manager of Finance and Administration with the City of Miami. Prior to working for the City of Miami, Ms. Henry worked for Broward County as Assistant to the County Administrator from 1996 to 1998. She has held numerous positions on both the county and city level in Florida and Ohio, including the position of Assistant County Administrator for Montgomery County, Ohio.

Education: Bachelor of Science, Government from Florida State University 1977; Master of Science, Public Administration from Florida State University 1978.


Rob Hernandez joined Broward County in July 2013 as Deputy County Administrator. Prior to joining the County, Hernandez served as deputy city manager for the City of Coral Springs, Fla., overseeing city departments and assisting with the formulation of the budget and programs that interface with state or federal government institutions. He also served as deputy county manager for Fulton County, Ga., where he oversaw several large county agencies. This is a return engagement for Hernandez as he had previously joined the County in 1994, and served as the assistant to the county administrator of Broward County from November 2003 to June 2008.

Hernandez retired from the U.S. Army Reserves in 2008 after a 23-year career, most recently serving as a senior instructor in civil-military operations.

Education: Bachelor’s degree in public administration from Florida International University, Master’s degree in public administration from Nova Southeastern University. Graduate of the Broward Fire Academy and the U.S. Army John F. Kennedy Special Warfare Center and School.


Monica Cepero joined the staff at Broward County in November 2008 as Assistant to the County Administrator.

Prior to joining Broward County, Monica worked in the Miami office of PBS&J as manager of strategic positioning and public affairs. Previous to that, Monica served as the environmental policy advisor to Florida Governor Jeb Bush and was responsible for the policy and budget recommendations of $6.5 billion for the environmental and agricultural agencies. She also prepared revenue and economic impact analyses on a variety of proposed legislation and served as advisor to the Governor on the environmental and agricultural matters of the state, including the successful passage of the Florida Energy Technologies and Efficiency Act.

Her career in public service, however, began following college when she worked for the city of Tallahassee, serving in a variety of positions, leading to a senior management analyst in the office of budget and policy in the department of management and administration.

Education: Bachelor of Science Degree in International Affairs, Master of Public Administration from Florida State University.


Gretchen Hirt joined the staff at Broward County in April 2012 as Assistant to the County Administrator.

Gretchen has fourteen years of experience in local, state and federal intergovernmental affairs, research, teaching and administration. She served as Broward County’s Director for the Office of Intergovernmental Affairs and Professional Standards since October 2009.

Gretchen’s career began as a Legislative Aide to a State Senator, after which she acted as a visiting assistant professor in research at the Florida State University School of Criminology and Criminal Justice. She has worked for Broward County Schools and was the Director of Grants and Governmental Relations for Barry University. Since 2002, Gretchen has been involved with the development of over one hundred federal, state and foundation grant applications, including several collaborative federal proposals awarded to Broward County.

Education: Bachelor of Arts in English Literature from Florida State University and Juris Doctorate from Florida State University College of Law.


Alphonso Jefferson, Jr., joined the staff at Broward County in April 2012 as Assistant to the County Administrator.

Alphonso comes to Broward County from Brevard County where he served as the Budget Office Director. In that capacity, he provided leadership and direction in strategic management, capital planning, budget and financial management of a $1.2B county governmental entity that is the 10th largest in the State of Florida.

Prior to that, Alphonso was with Orange County, Florida for seven years where he served as Assistant to the Director of Orange County’s Growth Management Department and Public Works Administrator. His professional experience also includes teaching online as a faculty member for the University of Phoenix, Phoenix, Arizona and Valencia Enterprises in Orlando, Florida. Alphonso is a Retired Supply/Logistic Officer-Lieutenant (Veteran) from the United States Naval Reserves.

Education: Bachelor of Science in Business Administration, University of Central Florida, Orlando, Florida and Master of Business Administration from the University of Phoenix, Orlando, Florida.
