The Ground Transportation Management System Starts on July 1, 2015
Notice to Commercial Vehicle Operators
Fort Lauderdale-Hollywood International Airport (FLL) is implementing a Ground Transportation Management System (GTMS), effective July 1, 2015.
All commercial vehicles accessing the airport on or after July 1, 2015, must have a permanent affixed transponder in addition to a current permanent affixed FLL decal.
To meet this requirement, each permitted vehicle and transponder ID number must be registered with the Broward County’s ground transportation management company (SP Plus) no later than June 30, 2015.
The FLL GTMS will read all SeGo technology transponders including SeGo Plus windshield sticker tags in use by the Florida state-adopted SUNPASS technology, in use at Miami International Airport, Port of Miami and other locations. (Please contact SP Plus to verify tag compatibility with the FLL GTMS.)
Operators that do not have a compatible transponder will be issued an FLL windshield sticker transponder. The transponder will be installed on the registered vehicle by SP Plus.

NOTE: Effective July 1, 2015, commercial vehicles accessing FLL without a registered transponder shall be in violation of Broward County Code, section 2-46(h), and shall be subject to citations resulting in fines and other enforcement actions.
During the months of May and June, BCAD and SP Plus staff will be conducting field inspections of commercial vehicles.

The Broward County Aviation Department has engaged SP Plus Curbside Management Joint Venture (“SP Plus”) to manage the Commercial Ground Transportation Program at FLL Airport. SP Plus has developed a Management and Operating Plan covering the following topics:

Ground Transportation Permits
To obtain a Ground Transportation Permit, you must print and then complete the Ground Transportation Permit Packet (PDF) of forms. Please read the directions below.

Permits for Vehicles Up To 19 Passengers and Courtesy Vehicles
The Broward County Permitting, Licensing, and Consumer Protection Division issues prearranged ground transportation permits authorizing vehicles for hire that accommodate up to 19 passengers other than the driver to pick up passengers. The Division also issues permits for courtesy vehicles, including those that accommodate more than 20 passengers other than the driver. Page 1: Operational Requirements & Fees - Read and comply with instructions.

Page 3: Prearranged Ground Transportation Permit Decal/Vehicle Assignment Log – Complete required information. If you add additional vehicles to the fleet, complete form again and mail or deliver it to the Aviation Department. Note: Column for “Decal Number” is completed by Broward County Aviation Department.
Page 4: Description of Fees - Read and comply with instructions.
Page 5: Ground Transportation Monthly Report on Trip Fees - Complete the form by the 15th of the following month and submit it to the Finance Division at 100 Aviation Boulevard, Fort Lauderdale, FL 33315.
Page 6: Instructions for Worker’s Compensation Insurance Certificate - Supply all required documentation if applicable.

Commercial Vehicle Business Arrangements Report
As part of the Ground Transportation System, the Broward County Aviation Department with the assistance of Jacobs Consultancy, produced a report titled "Commercial Vehicle Business Arrangements (PDF)." The report offers the following:
1. Reviewed the current commercial ground transportation service operations at the Airport.
2. Evaluated alternative business arrangements models for the commercial ground transportation services.
3. Selected a preferred approach for each service.
This report presents the recommended business arrangement models and supporting analyses regarding the business arrangements.
