The SPOT (Stop Pet Overpopulation Together) program is a nationally recognized pet sterilization program designed to address the pet overpopulation crisis. Annually six million homeless and unwanted dogs and cats are euthanized in the United States, thousands of which are euthanized here in Broward County each year.
SPOT allows Broward County residents, who meet income eligibility requirements, to sterilize (spay/neuter/fix) their cat or dog for as little as $10. Pet owners can choose from over 20 veterinary clinics to perform the surgery.
The SPOT Program is funded by a $2 surcharge on Broward County pet registration tags. Proceeds from the surcharge are used to pay participating veterinarians a reduced fee to perform the surgeries.

Eligibility Requirements
Eligibility for the SPOT program is based on the number of people in your household and your yearly household income. These figures are compared to Federal Low Income Guidelines.
Pet owners must:
- Reside in Broward County
- Meet income eligibility requirements
- Submit a SPOT application
- Own the dog(s) and/or cat(s) listed on the SPOT application
- Keep the dog(s) or cat(s) listed on the SPOT application in Broward County
How the Program Works
- Please allow 14 business days for processing.
- Once your SPOT application is approved, you will receive your voucher(s) either by mail or email, along with a list of participating veterinarians.
- There is a maximum of four (4) pets per household per year that are allowed to be spayed/neutered under the SPOT program.
- Another dog or cat and her litter of puppies/kittens count as one pet for eligibility purposes.
- Each household may receive up to four vouchers per year.
- Each voucher is valid for up to three months and will expire after 90 days.
- Once a voucher expires, you must re-apply.
- You must make an appointment for the surgery with one of the participating veterinarians.
- At the time of surgery, you will need to pay the $10 (cash only) payment per pet to the veterinarian.
- Your pet will also receive, at no additional charge, a rabies vaccination, if necessary from the veterinarian. A rabies vaccination is required for all dogs and cats living in Broward County.
- Animal Care and Adoption will also provide, at no additional charge, a Broward County pet license for your pet(s). The license will expire one year from the date of the rabies vaccination. The license will be mailed to you once we receive confirmation that your pet has been fixed. The pet license is required for all dogs and cats living in Broward County.

How to Apply
- Download and print the SPOT program application.
- Complete, sign and date the application.
- If you wish to obtain your voucher(s) by U.S. mail, please send the completed application, a self-addressed stamped envelope, proof of income, and proof of residency to the address on the bottom of the application.
- If you wish to obtain your voucher(s) by email, be sure to list your email address and check the box on the application for electronic receipt.
