Call to Artists : Port Everglades

In partnership with Port Everglades, Broward County, Florida, Broward Cultural Division's Public Art & Design Program is seeking to commission one artist or artist team (Artist) to design and implement a mural wall treatment at the Cruise Terminal 25 VIP security screening room.

The artwork should make a bold art-inspired quasi-representational art statement. Artwork aesthetics should have an identity and strong visual references to the real world. Figures can be simplified, distorted, exaggerated, realistic or geometric but must be pleasing to the eye - not jarring, not disruptive, not scary. Two walls are available to receive the artwork; wall #1 is 21' long and wall #2 is 74' long.  The walls are 15' high and are located in a corridor flanked by a glass curtain wall and consequently, the artwork will be visible to non-VIP guests on the first floor. The artwork's aesthetics, mediums and percentage of walls covered shall be determined by Artist. The artwork aesthetics should reflect the idea of movement that is intrinsic to the space to receive the artwork.
 
Design Parameters
This public art project must not harm existing structures or Port property.
 
Artist Services
Interaction with agency representatives may be required. 
Other activities include, not limited to:
  • Enter into County's Commissioned Artwork Agreement
  • Design development of approved conceptual design
  • Installation of the artwork
  • Site visits, as required by the Contract Administrator
 
Art Project Budget
The total budget established for this project shall not exceed $45,000. The budget must include Artist's design fee, presentation expenses, insurance, artwork installation, wall preparation, protective paint top coat, conservation professional review of proposed materials and application methods, Artist's contingency, and all applicable taxes. Travel related expenses will be reimbursed with receipts up-to $350. If needed, the Artist shall use a no more than 14' light weight electric lift. The rental must be coordinated with Port Everglades Public Works. Electric Lift rental will be reimbursed with receipt up-to $500. The budget shall also include collaboration via phone or in person, and meetings with County agencies.
 
Artist Eligibility
This Call to Artists is open to professional artists who have read and agreed to the standard Broward County artist contract, are eighteen years of age or older, residing in the United States and have demonstrated experience managing mural artwork projects with a budget of $10,000 or more.
 
Application Process
The Broward Cultural Division manages the application process. An Artist Selection Panel (Panel) will review the applications. This Panel includes a member of the Public Art & Design Committee, arts professionals, and an agency and community representative. The Panel shall review the applicants and select a shortlist of finalists on the basis of the excellence of previous work of similar scope, as demonstrated by the visuals and other submission materials. The Panel will also consider the versatility and appropriateness of the media in which the shortlisted Artists have demonstrated proficiency, as it relates to the scope of this project.
 
No more than three (3) applicants will be shortlisted by the Artist Selection Panel and have approximately one (1) month to prepare a conceptual design proposal for this project. In phase one (1) of the design submittal process, each shortlisted artist will be paid a $500 honorarium to develop a conceptual design to be presented to the Artist Selection Panel. This presentation may be conducted via video-conference. Should in-person interviews be necessary, the County will reimburse the artist for pre-defined, reasonable travel expenses related to travel to Fort Lauderdale, Florida, for the interview. If an artist team is applying, travel expenses will be reimbursed for one member of the team. In phase two (2), the Artist selected in phase one (1) will receive a $1,000 honorarium to further develop the proposal for the specific site. If a site visit is required or requested by the Artist Selection Panel, the County will reimburse the artist for pre-defined, reasonable travel expenses related to travel to Fort Lauderdale, Florida, for the site visit. Finalist's proposals must include a written narrative, estimated project budget, and visual materials (drawings and optional models) necessary to convey the initial concept or approach to the project. Proposals, including models/maquette's, become property of Broward County and will not be returned. Finalists must submit one (1) digital copy (PC compatible media) of their full presentation five (5) business days prior to the scheduled date of the finalists' interviews. The County reserves the right to re-issue this Call to Artists, to reject any and all responses to this Call, and to negotiate with any qualified artist selected for this project.
 
This Call to Artists is an open and limited Call. Open Call, meaning that any artist may submit credentials or proposals, subject to any requirements established by the Artist Selection Panel or the Committee. Call for artists for open calls shall be sufficiently detailed to permit artists to determine whether their work is appropriate to the project under consideration. Limited Call, meaning that artists may be invited by the Public Art and Design Committee or Artist Selection Panel to submit credentials or proposals at any time throughout the selection process.
 

Anticipated Art Project Schedule

Artists Interviews and Proposals Review (ASP): March 2019
Upon recommendation by the Public Art & Design Committee, the Broward Cultural Council reviews and determines recommendations for the commissioning of all artwork and artist services to Broward County.

Applications must be submitted via the Submittable website:
 
  • Professional Résumé - Artist shall include public art commissions with contact information for Project Manager or Program Director and budget size of past projects.
  • List of Professional References - Include name, title, phone number, email address and state how references are familiar with your public art work. Minimum of five (5) references required.
  • Electronic Images - Artist and Professional Visual Artist must submit 10 digital images of most recent relevant work. All images must be saved using a file name and number that corresponds to the Annotated Image List (see below). Each digital image must feature a single work.  Composites of various artworks in a single image will not be considered. 
  • Annotated Image List - Include name of artist, title of work, year, media, size, and location of artwork and/or project, project budget, image number, image thumbnail and any other relevant information.

Public Art & Design Program

The Broward County Public Art & Design Program was established in 1976. The purpose of the program is to contribute to the enhancement of the built environment through the commission of works of art that create a sense of place, that improve the visual environment for the citizens of Broward County, and that advance the missions of the County departments where the projects are situated. Commissioned artworks are the result of a dynamic interaction between selected Artists and local community and constituent groups during the design phase of each project.
 
The Broward County Public Art & Design Program is recognized with distinction in national and international circles. In 2017, two public artworks received Community Appearance awards from the City of Fort Lauderdale. In 2002, four of Broward County's public artworks were selected among an international ensemble of some of the world's finest public artworks and listed in the Australian publication, "Designing the World's Best Public Art". Broward County Public Art & Design program is a national leader in developing model public art policies and best practices, producing exemplary public artworks synthesizing design excellence. Broward County has received six Americans for the Arts Year in Review public art awards, an indicator of the program's outstanding commitment in advancing art and design," said Liesel Fenner ASLA, former manager of Public Art Network for Americans for the Arts. Broward County public art installations include works by: Clyde Butcher, James Carpenter, Carl Cheng, George Gadson, Duane Hanson, Chris Janney, Lorna Jordan, Patricia Leighton, Gary Moore, Barbara Neijna, Jody Pinto, Ray Olivero, Beth Ravitz, Martha Schwartz, Ned Smyth, Ritsuko Taho, Liam Gillick, Miles Coolidge, Robert Behar and Rosario Marquart and Alice Aycock. At Port Everglades, Broward County public art installations also include the work of Dale Chihuly, Michele Oka Doner, Larry Kirkland, Laura Atria, Saori Ide and Jonathan Russell, Sarah Morris, and others.
 
An Artist Selection Panel is created for each project. The Selection Panel reviews applications and recommends Artists to the Public Art & Design Committee. The Public Art & Design Committee is composed of up to seven individuals including artists, arts administrators, designers and urban planners appointed by the Broward Cultural Council. Upon recommendation by the Public Art & Design Committee, the Broward Cultural Council reviews and determines recommendations for the purchase of all artwork and artist services to the Broward County Board of County Commissioners. The region, which stretches across 409.8 square miles of developable area, was transformed in the 1970s when mid-rise and high-rise development replaced farmland.
