​Robert Hickey of Center for Housing Policy discusses his perspective of implementing Land Value Capture (LVC) to create affordable housing.  While researching the data that culminated into the report “After the Downturn,” Hickey found that most inclusionary housing policies throughout the country are based on LVC, a practice that increases the property value by funding improvements.   Success has been found by linking upzoning (property that is rezoned from residential to higher density development) to the jurisdiction’s requirements for affordable housing and including developer incentives.  More...
