Expanding Opportunity in America” was prepared by the Republican staff of the Committee on the Budget, U.S. House of Representatives and Chairman Paul Ryan that proposes “a policy agenda to reduce poverty and increase opportunity. It builds on some traditional Republican themes of consolidating programs and block-granting assistance, but takes on a broad range of issues aims to stimulate a policy conversation.
