Cities across the United States struggle to find ways to eliminate homelessness, including Tampa, Florida, who has sought various ways to criminalize the homeless.   However, Utah has taken a vastly opposite and humanitarian approach and subsequently has managed to reduce their homeless population by a staggering 78 percent over the past eight years.  Utah has found great success by operating the Housing First Program which offers rental and utility assistance to potentially homeless and places short- and long- term homeless in apartments along with providing each with a case-worker to help them become self-sufficient.   More…
