December 2015

Visitors to Broward County’s Convention Center enjoy easier access now that the security checkpoint for entering adjacent Port Everglades has been moved south of the Center and parking garage. The relocation of the checkpoint is part of the Seaport and Convention Center Security Improvement Project, which separates the Convention Center from the Port’s controlled access areas, to allow for improved traffic flow in and out of the Convention Center.

November 2015

On November 3, 2015, Broward County issued Step Three of the procurement process for the Convention Center Expansion and Headquarters Hotel Project, Request for Letters of Interest (RLI) No. N1337414R3. The bid process for Step Three will end on February 12, 2015 at 5:00PM. The Board of County Commissioners will then rank the shortlisted developers and begin negotiations with the highest ranked developer.

The purpose of Step Three is to request the shortlisted developers’ detailed proposals for the project, including budget, schedule, preliminary proposed designs, general business terms, finance plans, innovative features and other information required by the County.

On November 3, 2015, the Board of County Commissioners convened as the Direct Procurement Authority for the Convention Center Expansion and Headquarters Hotel project, reviewed three developer submittals in response to the Step Two solicitation, and shortlisted three developers to proceed to Step Three of the procurement process:

  • Fort Lauderdale Convention Center Hotel LLC (RIDA/ARES)
  • Matthews Holdings Southwest Inc. dba Matthews Southwest
  • The Related Companies L.P. and PRH Investments, LLC dba The Related Group

September 2015

On September 1, 2015, the Board of County Commissioners approved Request for Letters of Interest (RLI) No. N1337414R2 Step Two solicitation, to evaluate qualifications of developers’ team members for the Convention Center Expansion and Headquarters Hotel project. The Step Two RLI was issued in accordance with Consultants’ Competitive Negotiation Act (CCNA) and only those developers qualified in Step One were invited to respond.

August 2015

On August 25, 2015, The Board convened as the Direct Procurement Authority for the Broward County Convention Center Expansion and Headquarters Hotel projects, reviewed six developer submittals in response to the Request for Qualifications No. N1337414R1 Step One solicitation, and qualified five developers to proceed to Step Two of the process:

  • Fort Lauderdale Convention Center Hotel LLC (RIDA/ARES)
  • Hensel Phelps Development LLC
  • Matthews Holdings Southwest Inc. dba Matthews Southwest
  • Omni Hotels Management Corporation dba Omni Hotels and Resorts
  • The Related Companies L.P. and PRH Investments, LLC dba The Related Group

Two of the five developers qualified to proceed to Step Two of the procurement process for the Convention Center Expansion and Headquarters Hotel Project subsequently withdrew: Hensel Phelps Development LLC and Omni Hotels Management Corporation dba Omni Hotels and Resorts.

May 2015

On May 20, 2015, the County issued Request for Qualifications (RFQ) No. N1337414R1, as Step One in the procurement process for the Broward County Convention Center Expansion and Headquarters Hotel project.

On May 19, 2015, the Board of County Commissioners was designated as the Direct Procurement Authority for Broward County Convention Center Expansion and Headquarters Hotel project and approved the issuance of Step One of a three step procurement process. A Cone of Silence took effect, to remain in effect until an agreement with a developer is approved, or the procurement process is otherwise terminated. The Cone of Silence prohibits certain communications among developers, team members, County Commissioners, County Administrator, Deputy County Administrator, Assistant County Administrator, Assistants to the County Administrator, their respective support staff and any person (and that person’s support staff) that is appointed, hired, designated or authorized to evaluate, rank, recommend or select a proposer or a proposer’s response to the solicitation. The Board of County Commissioners, as the Direct Procurement Authority, is covered by a two-way Cone of Slience.

2015

The County completed the master planning process and began developing a design criteria report that would describe in more detail various standards for the project. The Board of County Commissioners authorized the release of a procurement solicitation for a Broward County Representative, which is similar to an Owner's Representative, to assist the County with the solicitation process for a public-private partnership (P3) Developer.
