A Message from Broward County Mayor Barbara Sharief

On June 2, 2014, Governor Rick Scott officially signed into law HB 5001 – FY 2014-2015 General Appropriations Act (GAA). Below is a quick highlight of the important budget items included in the approved GAA and our 2014 State Legislative Program.

Budget Highlights Approved in the GAA:

  • Segment II Beach Renourishment Project – Broward County’s Segment II Project received $2,030,000 included in the statewide funding of $47 million.
  • Affordable Housing - $100 million for SHIP with $4 million coming off the top to fund the Homeless Challenge Grant Program. Another $57.7 million will fund construction or rehabilitation of rental units occupied by elderly, homeless, or persons with developmental disabilities.
  • Florida Network of Children Advocacy Centers (FNCAC) - $3.5 million statewide for the 26 advocacy centers.
  • Aviation and Port Everglades - The FDOT Work Program was fully funded by the Legislature which includes the $14.718 million for the Port's Turning Notch project and $1.850 million for lengthening of Slip 2 at the port. Ports will see $139.3 million spread across Florida. The Aviation Improvement Program was also fully funded at $337 million.
  • Libraries - Funded at almost $29 million which is a significant increase over prior years.
  • Child Protection Teams (CPT) under the Department of Health received a $2.8 million increase over FY 2014.
  • Behavioral Health Services is funded at FY 14 levels, but funding will now be recurring as opposed to nonrecurring, which is a significant and positive change in funding policy.
  • Everglades Restoration - Funded at almost $232 million.
  • Community Care for the Elderly (CCE) - Received a $5 million increase over FY 14. A 24-hour Alzheimer Respite Care Pilot Project will also be implemented within Broward County.
  • Senior Hot Meals Program – received increased funding of $2.3 million statewide.
  • Agency for Persons with Disabilities’ Home and Community-Based Services (HCBS) Medicaid Waiver Waitlist – Funded at $20 million, this amount is intended to move another 1,000 persons from the waitlist and into the HCBS Medicaid Waiver Program for services.
  • Quiet Zones - Funded at $10 million for a statewide grant program.
  • Article V Cost Escalator – The Governor approved of exempting counties from the 1.5% increase in Article V expenditures required under Section 29.008(4), Florida Statutes. Similar exemption legislation has been approved in prior years including FY 14.
Small Business Loan Seminar Series

We have one more small Business Loan Seminar Series this month. This is a primary component of my “Broward Means Business” initiative and is designed to increase awareness about the State of Florida’s loan programs for the benefit of small businesses. Attendees can expect to leave the seminar with a working knowledge of Florida’s State Small Business Credit Initiative (SSBCI), including an overview of the two primary programs – Florida Venture Capital Program and the Small Business Loan Support Program. The Florida Venture Capital Program targets emerging companies in the state with long-term growth potential. The Small Business Loan Support Program provides small businesses with tools to access commercial banks and export financing. These free seminars are conducted by subject matter experts such as the South FL Regional Council, SBA, and Metro Broward Capital Corporation. I am so thrilled we are definitely keeping Broward County moving forward!

Autism In Flight
For the second year, the Broward County School Board, the Broward County Aviation Department, JetBlue, TSA and I joined forces to assist autistic children and their families during our “Autism in Flight” program. Everyone did a great job and it was a big success! Dozens of autistic children, their siblings and families got a full airport experience which included ticket counter check-in, TSA security check and boarding a real airplane provided by JetBlue. “The Autism in Flight” educational program will be a recurring educational event at Fort Lauderdale-Hollywood International Airport. Silver Lake, Panther Run, Everglades, Dania Beach, and Park Springs Elementary schools participated in this year’s program.

My Little Broadway 6 Acts of Kindness
I wrote and directed a short school play about 6 Acts of Kindness to teach kindergarteners and first graders at Silver Shores Elementary School how to be kind to one another. It was a great show and all of the teachers and parents did a fantastic job with their groups. The best part was that I was able to be with my daughter, one of my great actors in the play.

The Broward County Office of Economic and Small Business Development (OESBD) supports Broward County businesses and their success by providing a comprehensive roster of client-focused services. Technical assistance is available to local businesses in a range of topics from information on current public procurement opportunities to financing. In addition, the Miramar based AvanzeCorp, Inc., has launched 150 in 1 Year to assist entrepreneurs with resources during start-up and mentoring for their first five years in business. Foreclosures and Housing Assistance
If you received a foreclosure or eviction notice from the Broward Sheriff’s Office, you should also receive a resource guide listing the agencies that may be able to help you in the foreclosure process or obtain alternate housing. For information regarding the National Mortgage Settlement you can contact the National Mortgage Settlement Administrator at 1-866-430-8358. For information regarding the Making Home Affordable Program – a mortgage modification program - call 888-995-HOPE (4673), and for further assistance with home buying or foreclosure call the Housing Foundation of America at 954-923-5001.
