Cone of Silence
The Broward County Board of Commissioners adopted a Cone of Silence Ordinance which substantially restricts vendors and vendor representatives (including lobbyists) from communicating with County Commissioners, County Administration, Selection/Evaluation Committee members and other staff members involved in making a recommendation or a decision in the award of a contract pursuant to a competitive solicitation.
For County Commissioners, the Cone of Silence begins at the time of bid opening for an Invitation to Bid (ITB) and the first meeting of the Selection /Evaluation Committee (Short Listing) for a Request for Letters of Interest (RLI) or a Request for Proposal (RFP). For staff, the Cone of Silence begins at the time of the advertisement of the solicitation for an ITB and at the time the Selection/Evaluation Committee is approved for a RLI or RFP.
