County Business Enterprise (CBE)

The Broward County Board of County Commissioners developed the County Business Enterprise (CBE) ​program to increase participation of small businesses in County projects as both prime contractors and subcontractors. The Broward County Business Opportunity Act of 2012 , amended on May 9, 2018, establishes a minimum goal of at least 25% CBE participation for all eligible County procurement contracts - excluding contracts under the Federal Disadvantaged Business Enterprise (DBE), Airport Concession Disadvantaged Business Enterprise and the Broward County Small Business Enterprise (SBE), or Sheltered Market, program.


CBE Eligibility Requirements

  • The firm must be independent;
  • The firm must have a continuing operating presence in Broward County for at least one year prior to submitting an application.
  • The vendor must have a Broward Business Tax Receipt, and be located in and doing business in Broward County.
  • Each owner must not have a personal net worth exceeding $1,320,000.
  • The firm shall, when combined with any and ​all affiliates, have less than $5 million in average annual gross receipts calculated over the previous three (3) calendar years, except firms in construction, which must have less than $9 million in average annual gross receipts (calculated over the previous three years) or commodity suppliers which must have no more than 25 permanent full-time employees but are not subject to gross receipts limitations.
  • Completion of a site visit by OESBD staff to the applicant firm business location.

NOTE: Upon award of a Broward County contract, CBE certified firms are required to regularly submit documentation of activity related to the project. Required forms can be accessed online on the Compliance webpage. 

​Small Business Enterprise (SBE)

The Broward County Business Opportunity Act of 2012 also governs the Small Business Enterprise (SBE) program, which is a race and gender neutral program that allows all SBE-certified firms to receive first consideration for contracts under $250,000. The goal of the program is to spur economic development and stimulate small business growth by increasing the number of small businesses acting as prime contractors or consultants for Broward County. These projects are identified as sheltered market / reserved projects for SBEs.

SBE Eligibility Requirements

  • The firm must be independently owned and operated with 15 or fewer permanent full-time employees.
  • The vendor must have a Broward Business Tax Receipt, and be located in and doing business in Broward County.
  • Each owner must not have a personal net worth exceeding $1,320,000.
  • The business must be established for a period of one year prior to submitting an application;, and must serve a commercially useful function.
  • Completion of a site visit by OESBD staff to the applicant firm business location.
