Final Draft 2012 Enhanced Local Mitigation Strategy Plan (ELMS)
The Disaster Mitigation Act of 2000 (DMA 2000) requires all local governments to have a hazard mitigation plan in place in order to receive mitigation funding from the Federal Emergency Management Agency (FEMA). The development and implementation of a local mitigation strategy provides a mechanism to address issues that will reduce or eliminate exposure to hazard impacts.
