PLANT OPERATOR II

NATURE OF WORK

This is skilled work in the operation of a large water or wastewater treatment installation.

Work involves the responsibility for the operation of all components of a water treatment or wastewater treatment plant or pumping station. Limited supervision may be exercised over trainee level plant operators and maintenance workers. Employees must use considerable independent judgment in making decisions and coordinating the operation of all equipment. Supervision is received from a technical superior. Work is evaluated and reviewed through inspections and operating reports.

ILLUSTRATIVE TASKS

Operates diesel engines including starting and stopping, regulating speed and watching gauges and recording equipment; keeps equipment clean and lubricated; takes hourly equipment readings and records them on a log chart; keeps the plant and associated grounds clean.

Operates groundwater lime softening treatment plant, filters, chemical feed machines, pumps, and chlorinators; records equipment readings; runs chemical analyses of raw, settled, filtered and finished water and records results on daily log sheets.

Operates all equipment related to waste disposal plant processes, including settling tanks, trickling filters, aeration tanks, vacuum filters, incinerators, sludge flotation units, digesters, diesel engines, and generators; maintains hourly check on equipment to see that it is operating properly; lubricates equipment; maintains check on inventory chemicals such as chlorine, lime, flocculent, diesel fuel and is responsible for ordering replacements when necessary; makes chemical analyses on sewage samples.

Assists in preparing monthly reports for state regulatory agencies.

Makes minor repairs and adjustments to equipment.

Monitors treatment plant operations in order to ensure compliance with State/County regulations/standards and verify treatment process is operating efficiently/effectively.

Troubleshoots equipment problems/malfunctions in order to identify current/potential maintenance/repair/replacement needs, minimize potential for greater/more serious problems, and/or verify automated error reports.

Cleans aeration basins, treatment units, digesters, wastewater recovery ponds, blow down stations, and related facilities/equipment in order to ensure efficient/effective treatment of potable water and/or wastewater.

Prepares a variety of work orders and operations records in order to document treatment plant activity, request maintenance/repairs, and/or compile statistics for periodic reports.

Prepares a variety of periodic reports in order to comply with State/County regulations/standards, inform management of plant operations, and maintain historical record of plant performance.

Performs a variety of routine cleaning activities in order to ensure the safety and cleanliness of the facility/treatment plant.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of the general operating principles and practices and the maintenance requirement of mechanical and electrical equipment used in water treatment plants.

Knowledge of the occupational hazards and safety precautions involved in the work.

Knowledge of operating principles and procedures for a variety of pumps, valves, filters, and related equipment associated with water/wastewater collection, treatment, and distribution systems.

Knowledge of procedures/techniques for troubleshooting water/wastewater treatment plant operations and associated equipment.

Knowledge of chemicals used in treating water/wastewater.

Knowledge of established safety procedures for operating a variety of pumps, valves, filters, chemical applications and related equipment associated with water/ wastewater   treatment , and collection/distribution systems.

Knowledge of basic mathematics, including addition, subtraction, multiplication, and division.

Knowledge of basic chemistry principles related to water/wastewater treatment system operation.

Knowledge of State/County permit rules and regulations regarding water/wastewater treatment.

Ability to understand and relate operating instructions.

Ability to detect faulty operating characteristics in equipment or processes, and to institute remedial action.

Ability to operate assigned equipment effectively and efficiently.

Ability to analyze problems and identify possible solutions.

Ability to read, understand, and follow instructions regarding the operation of a variety of control systems, pumps, valves, filters, and related equipment associated with water/wastewater treatment systems.

Ability to calculate/determine adjustments to water/wastewater treatment processes needed to maintain compliance with State/County permit rules/regulations.

Ability to perform basic mathematical calculations involving addition, subtraction, multiplication and/or division.

Ability to troubleshoot and/or identify operational problems with a variety of pumps, valves, processes, filters, and related equipment associated with water/wastewater treatment systems.

Ability to learn/perform a variety of work activities associated with the operation of a variety of pumps, processes, valves, filters, and related equipment associated with water/wastewater treatment systems.

Ability to operate a variety of pumps, valves, filters, and related equipment associated with water/wastewater treatment systems.

Ability to work different work schedules, hours, or shifts.

REQUIRED EXPERIENCE AND TRAINING

Graduation from high school or an equivalent recognized certification; eighteen (18) months of experience at a trainee level in the operation of water or wastewater treatment facilities; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Possession of a C Plant Operator's Certification as issued by the State of Florida in either water or wastewater as required.   Possession of a valid Florida Driver’s license.
