PORT EVERGLADES CHIEF EXECUTIVE/PORT DIRECTOR

NATURE OF WORK
 
This is highly responsible professional and administrative work in planning, organizing and directing the activities of the Port Everglades Department.
 
Work involves responsibility to the administration and direction of the departments involved in the operation, management and maintenance of the county owned port and related facilities.   Position incumbent interfaces with federal and state agencies on matters concerning ports and waterborne commerce issues and seeks federal and state funding; ensures that facility needs are met and development and operation plans are coordinated with outside agencies.   Assignments are received in the form of broad policy statements.   Work is performed independently with general supervision by an administrative superior.   Performance is reviewed periodically through conferences and written reports.
 
ILLUSTRATIVE TASKS
 
Administers the County's Port Everglades Department; directs through subordinates the planning, scheduling and coordination of departmental activities; develops policies, procedures and priorities to meet established goals.
 
Directs the development, implementation and maintenance of strategic, fiscal and capital improvement plans for Port Everglades.
 
Directs the preparation of and monitors the Port Everglades' budget and preparation of special reports as required.
 
Negotiates with interested groups and agencies and potential users of the Port Everglades' property and facilities.
 
Represents the County before community groups, service organizations and civic committees to promote the development and use of port facilities.
 
Represents the Port Everglades' interests before local, state and federal agencies.
 
Attends conferences and public and professional meetings.
 
Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Thorough knowledge of the principles and practices of port management and public and business administration.
 
Thorough knowledge of all federal, state and local regulatory requirements applicable to the management of the County's Port Everglades Department, including security, safety, port operations, emergency procedures and control of a Foreign Trade Zone.
 
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
 
Thorough knowledge of marine or related terminal facilities, industrial relations and trade promotions.
 
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
 
Knowledge of environmental issues and compatible land-use related to port development and operations.
 
Ability to plan, implement and coordinate technical and administrative programs.
 
Ability to express ideas effectively, both orally and in writing.
 
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
 
 Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING
 
Graduation from an accredited four (4) year college or university with major course work in public or business administration, international business, transportation administration or related field; nine(9) years progressively responsible experience in seaports, transportation,  and/or business management including several years experience in an executive management or administrative capacity of complex governmental or private business organizations; or any equivalent combination of relevant training and experience.
