PORT EVERGLADES ASSISTANT DIRECTOR OF FINANCE

NATURE OF WORK

This is responsible professional and administrative work assisting in planning, organizing and directing the activities of Port Everglades' Finance Division.

Work involves responsibility for assisting in the administration and direction of all financial and accounting activities for Port Everglades. Position incumbent assists in the preparation of the annual operations and capital budgets. Assignments are received from the division director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and written reports and records.

ILLUSTRATIVE TASKS

Assists in administering the Port Everglades' budget and finance program; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Assists in developing, implementing and maintaining strategic, fiscal and capital improvement plans for Port Everglades.

Assists in the maintenance of the financial records of Port Everglades and compliance with all reporting documents.

Maintains continuing liaison and working relationships with customers, financial consultants, external auditors, banks, legal counsel and state and local government agencies concerned with financial management.

Attends conferences and public and professional meetings.

Serves as acting director in absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of finance and accounting.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of all federal, state and local laws and regulatory requirements applicable to Port financial matters including revenue generation via tariff, budgeting and procurement.

Considerable knowledge of budgetary and audit policies and requirements.

Considerable knowledge of principles, practices and procedures of supervision; organization and administration.

Knowledge of computer applications applicable to processing financial transactions.

Ability to apply accounting procedures, fiscal laws, regulations, and agreements to a variety of financial transactions.

Ability to exercise sound judgment in decision making.

Ability to communicate effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in accounting, finance, business administration or related field; six (6) years thorough progressively responsible experience in accounting and financial management, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
