PORT EVERGLADES ASSISTANT DIRECTOR OF OPERATIONS

NATURE OF WORK

This is responsible professional and administrative work assisting in the management of the Operations Division of Port Everglades.

Work involves assisting the Division Director in planning, directing and coordinating divisional activities. Position incumbent assists in the administration of a variety of specialized sections of the Operations Division, with emphasized organizational line responsibility for the Public Works Section.  Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received from the Division Director in the form of broad instructions or general program objectives. Work is performed employing individual initiative with considerable independent judgment within established guidelines. Performance is reviewed periodically through one-on-one meetings and written reports.

ILLUSTRATIVE TASKS

Assists the Division Director in developing and implementing divisional policies, procedures and programs; makes policy recommendations; develops program goals and objectives.

Plans, directs and supervises the activities of professional and administrative Public Works staff. Assists the Division Director in planning, directing, and supervising the Harbormaster, Linehandler, and Crane Sections.

Chairs weekly operations’ meeting that includes security, business development, business administration, parking, and convention center personnel as well as representatives of the Operations Division sections.

Performs duties of the Division Director in his/her absence.

Makes operating and capital budgetary recommendations for Harbormaster, Linehandler, and Crane Sections and oversees the preparation of the Operating and Capital Budgets for the Public Works Section. Tracks performance of divisional budgets.

Confers with county officials, contractors, vendors, port customers, government officials, labor organizations, regulatory agencies and the general public regarding divisional operations; attends and participates in professional meetings.

Serves as a member of various Countywide selection and evaluation committees.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the current principles, practices and procedures of marine transportation and port management including those relating to cargo, cruise, petroleum and port maintenance.

Considerable knowledge of the applicable laws, regulations and procedures related to marine transportation, port maintenance, and safety.

Considerable knowledge of the principles, practices and procedures of supervision, organization, and administration.

Considerable knowledge of budget preparation and administration.

Ability to exhibit the flexibility required to handle all elements related to ships and barges; cargo and cruise passengers; marine facilities; and practiced in marine skills through demonstrated experience to assist Director with those tasks.

Ability to plan, implement and coordinate technical and administrative programs, meetings and presentations including those relative to ship scheduling, berthing and port maintenance.

Abilities to analyze facts, policy, technical issues and exercise sound judgment in decision making.

Ability to compile and maintain accurate and relative records and reports.

Ability to communicate effectively both orally and in writing in representing the Operations Division in front of groups of senior management, customers, staff, industry, and the general public.

Ability to secure required Port and TWIC identification badges.

Ability to respond to emergencies on a 24/7 basis.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic background, regardless of race, color, religion, gender, national origin, age,  marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university including, but not limited to, a Federal or State maritime academy; Coast Guard Academy, Naval Academy with a degree in Marine Transportation, Engineering, Transportation Management, Facilities Management, or closely related field; a minimum of six (6) years of progressively responsible experience in the transportation of cargo, cruise passengers and/or petroleum, including a minimum four (4) years’ experience in a supervisory and/or management capacity; or any equivalent combination of relevant training and experience.
