ASSISTANT DIRECTOR OF PARKS AND RECREATION

NATURE OF WORK

This is responsible professional and administrative work assisting in managing the County's Parks and Recreation Division.

Work involves the responsibility for supervising through subordinate supervisors, the management, operations, maintenance and recreational programming of park facilities and grounds of the County. Responsibilities include establishing program service objectives, coordinating and managing divisional operations, and directing work program plans and studies. Duties include making recommendations and decisions regarding budget appropriations, analyzing service level needs, and long-range planning to provide efficient and cost effective services. Work is performed with extensive independent judgment within established policies and procedures. Supervision is exercised over subordinate supervisors, administrative, technical, and clerical personnel involved in various phases of parks and recreation activities. Work is performed under the general direction of an administrative superior. Work is reviewed through conferences, reports, and observation of program plans and effectiveness.

ILLUSTRATIVE TASKS

Plans, assigns, and supervises the work of administrative, operational, maintenance, and recreational supervisory personnel of the Parks and Recreation Division.

Develops and implements parks and recreation service objectives; evaluates progress regarding assigned objectives.

Directs the planning, scheduling, and coordination of programs relative to recreational activities, operations, maintenance, and protection of parks facilities and grounds; reviews work programs through field observations, analysis of reports, and conferences with subordinates; assists in resolving difficult and unusual problems, including personnel grievances and hearings.

Represents the County before community groups, service organizations, civic committees, and the media in promoting the public use of recreational facilities, areas, and equipment; establishes and maintains public relations.

Supervises and participates in the development of various programs to meet the public and staff needs; coordinates the organization and operation of community recreation programs; establishes volunteer programs.

Reviews the effectiveness of divisional services, conditions, public demand and trends affecting parks maintenance and recreation program activities; develops plans and long-range goals and objectives.

Assists the director in the preparation and monitoring of division budget; reviews recommendations for fees and charges for facilities and services.

Directs studies and surveys on the utilization of facilities, personnel and equipment to provide efficient and effective parks maintenance and recreation program services to the public.

Attends and participates in administrative staff meetings to plan operations and to resolve problems.

Makes recommendations on appointments, promotions, dismissals, and other personnel matters; evaluates subordinate supervisors and reviews evaluations for assigned staff personnel.

Serves as acting director in absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of parks and recreation management.

Thorough knowledge of the current literature, trends, and developments in the field of parks and recreation management.

Thorough knowledge of the philosophy and objectives of a comprehensive county park and recreation operation.

Considerable knowledge of the maintenance requirements of a medium to large scale park system.

Considerable knowledge of the principles of supervision, organization, and administration.

Considerable knowledge of budget preparation and administration.

Ability to plan, assign, and supervise the work of employees in a manner conducive to full performance and high morale.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in parks and recreation management, public or business administration or related field; six (6) years progressively responsible experience in parks and recreation management work, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
