DIRECTOR OF HOUSING AND COMMUNITY DEVELOPMENT

NATURE OF WORK

This is highly responsible management and administrative work in planning, organizing and directing the activities of the County’s Housing Finance and Community Development Division.

Work involves responsibility for the administration and direction of affordable single family and multifamily housing and mortgage programs. Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment in accordance with policies and established guidelines. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers and manages the programs of the Housing Finance Authority, the Broward Housing Council, Community Development Block Grant (CDBG), State Housing Initiative Partnerships (SHIP), Home Investment Partnerships (HOME), Neighborhood Stabilization Program, and Disaster Relief Initiative grants.

Serves as Executive Director of the Housing Finance Authority. 
 
Administers and staffs the Broward Housing Council.

Establishes funding sources for affordable housing programs, especially in regard to defining sources of funding for new low income multifamily production.

Directs through subordinates the planning, scheduling and coordination of divisional activities.

Develops policies, procedures and priorities to meet established goals.

Develops, implements, and maintains demographic, economic and capital improvement plans.

Prepares and monitors Division budgets as well as the budgets of the Housing Finance Authority, and Broward Housing Council; prepares special reports as required.

Provides program, policy and budget recommendations to County Administration and the Board of County Commissioners. 
 
Makes presentations, as required, to the Board of County Commissioners, City Commissions, for profit and non profit partners.

Attends conferences and public and professional meetings.

Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of housing finance and community development.

Thorough knowledge of federal, state and local regulatory requirements applicable to housing and community development law.

Thorough knowledge of the funding process in a governmental environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to maintain effective working relationships with other employees, public officials, community groups, and the general public.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university with major course work in finance, public or business administration; six (6) years experience in formulating affordable housing programs and structuring bond financing, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
