This is administrative work involving major responsibility for planning, coordinating and assisting in the preparation and development of all program plans for the operation of the Broward Addiction Recovery centers in the division.


Work involves assisting in all administrative duties and responsibility for managing all grants and general revenue budgets of all Division programs.   Oversees the Financial Unit of the Division.   Supervises the Division’s Performance Improvement Team.   Oversees the Facilities and Support services and coordinates all human resources issues for the Division.   Work is performed with considerable independence within established policies and procedures.   Work is reviewed through conferences, reports, and observation of program effectiveness.




Provides supervision and oversight for the Facilities Management Unit including security, maintenance, and custodial staff, and van drivers.


Provides supervision and oversight for the Contracts/Grants Management Unit with oversight of all contracts and grants that come into the Division.


Plans, coordinates and assists in the preparation and development of all program proposals.


Monitors the Medical Records contract.


Oversees the operations of the Financial Unit, including budget, accounts receivable, accounts payable, payroll, and client, Medicaid, and other third party billing.


Supervises the Performance Improvement activities.   Oversees all in-service training activities.


Functions as the Division = s Human Resources liaison.   Serves as the Division liaison to the Advisory Board for Advisory Board Trust fund and the annual fund-raiser.


Serves as Acting Director in the absence of the director.


Performs related work as required.




Thorough knowledge of substance abuse program administration and general administrative practices.


Thorough knowledge of the management of human resources.


Some knowledge of the substance abuse and rehabilitation and treatment issues.


Some knowledge of the laws and regulations related to alcoholism and drug abuse.


Thorough knowledge of departmental practices, policies and procedures.


Thorough knowledge of JCAHO requirements for accreditation.


Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.


Ability to assist in the overall administration of the Broward Addiction Recovery Division.


Ability to develop and initiate program modifications and changes.


Ability to prepare complex fiscal reports.


Ability to plan and coordinate the work of a professional staff.


Ability to express ideas clearly and concisely, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.




Graduation from an accredited four (4) year college or university with major course work in human services, health, or public administration or other field closely related to this assignment; six (6) years of experience in rehabilitation and community programs, including four (4) years of supervisory experience; or any equivalent combination of relevant training and experience.
