FINANCE DIRECTOR OF WATER AND WASTEWATER

NATURE OF WORK

This is highly responsible administrative work in planning, organizing and directing the financial activities of Broward County’s Water and Wastewater Services.

Work involves responsibility for direction of all financial policies and operations including bond sales, debt management, analysis of debt options, operating and capital budget preparation, policy development for adherence to bond resolution and legal requirements, rate/fee setting, rate studies, usage analysis, cost reduction analysis, conservation and revenue predictions, and financial reporting.  Work includes developing and implementing policies and programs assuring continuity, internal control and coordination of financial activities.  Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Makes recommendations to management team regarding financial planning and policy.

Analyses, recommends and implements debt management program.

Develops, implements and maintains complex financial reporting and control systems.

Develops financial policies in accordance with pertinent law, bond resolutions and intergovernmental agreements.

Analyzes and administers the development of operating and capital budgets.

Leads rate setting and rate study teams.

Leads cost efficiency studies including delivery-of-service optimization analysis, equipment repair/replace analysis, asset management policies, cost/benefit analysis.

Represents the County before community groups, service organizations and civic committees.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of finance and debt management.

Thorough knowledge of all federal, state and local regulatory requirements applicable to utility financial management.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in finance, accounting or related field; six (6) years experience in utility financial management including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
