NATURE OF WORK
This is highly responsible, professional and administrative work in planning, organizing and directing the activities of the County's Elderly and Veterans' Services Division. Work requires extensive knowledge of local, county, state and federal human service and social service structures, policies and procedures. Assignments are received in the form of broad policy statements with wide latitude for determining methods and procedures. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Directs the operations of the County's Elderly and Veterans' Services Division including the design and development of appropriate systems to administer services to the elderly and veterans.
Responsible for liaison with the Commission appointed Elderly Services Advisory Board.
Prepares proposed and final budgets for the division for presentation to the department director.
Develops, implements and maintains strategic, fiscal and capital improvement plans for the Division.
Acts as contract administrator for funds allocated by the Board of County Commissioners for private for-profit and not-for-profit organizations.
Coordinates the activities of the division and its sections with those of other county divisions, as well as local, state, federal and private for-profit and not-for-profit organizations with comparable organizational directives.
Sits as county representative on various community boards of directors; participates in local and statewide meetings concerning services to the elderly and veterans.
Reviews existing elderly and veterans' service programs in relationship to citizens' needs and is responsible for reorganization with departmental and County Administrator's approval.
Attends conferences and public and professional meetings.
Performs related work as required.

Ability to exercise judgment and discretion in establishing, applying and interpreting division policies and procedures.
Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.
Ability to direct the operation of assigned sections and programs.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in public or business administration or related field; six (6) years experience in elderly/veterans services, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
