DIRECTOR OF ACCOUNTING

NATURE OF WORK

This is highly responsible professional accounting and administrative work in planning, organizing and directing the activities of the County's Division.

Work involves the extensive knowledge and application of accounting practices, internal control procedures, financial and administrative policies.

Advise and counsel all levels of County management and professional staff as to technical accounting issues, financial control matters and policy compliance.

Assignments are received in the form of broad objectives. Work is performed independently with limited supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers various county programs and financial systems including the financial reporting system, the payroll system, the disbursement system, the deferred compensation program and the tangible property system.

Maintains the County's financial records and complies with all reporting requirements.

Coordinates preparation of the annual financial report of the County; coordinates and directs the annual audit process; evaluates and establishes accounting policies for all county agencies.

Develops, implements and maintains complex financial reporting and internal accounting controls systems.

Evaluates the impact of changes in federal state and local laws and generally accepted accounting principles on County policies and procedures; promulgates policy and procedural revisions as appropriate.

Directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to comply with county, state and federal laws, generally accepted accounting principles and management goals and objectives.

Develops and implements strategic and fiscal plans for the Division.

Confers with county officials, contractors, vendors, civic leaders and the general public regarding county policies and divisional activities.

Represents the County at conferences and public and professional meetings.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge and experience in the application of accounting principles and practices, principles of supervision, organization and administration.

Thorough knowledge of all federal, state and local laws and regulatory requirements applicable to County financial matters including budgeting, procurement, disbursement and investment of public funds.

Thorough knowledge of tax laws regarding payroll withholding and employee compensation arrangements.

Considerable knowledge of computer applications applicable to processing financial transactions.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in accounting; thorough experience in professional accounting and administrative work, including considerable high level supervisory and administrative experience or any equivalent combination of training and experience.
