This is highly responsible technical and administrative work in planning, organizing and directing the activities of the County's Permitting Licensing and Consumer Protection Division.

Work involves fiscal responsibility for the administration and direction of all permit-related programs in the Division; structuring of supervisory staff; interrelations with other county agencies; involvement with special interest groups, civic and neighborhood associations; providing support to six Central Examining Boards, monitoring all programs involving contracts with cities in Broward County for building permit-related services, promotes consumer protection through consumer education programs; encourages and promotes consumer protection before administrative, regulatory and legislative bodies; policy development and process enhancement of customer service functions of the County’s Animal Care and Adoption Centers; coordination of the operations and procedures affecting all the animal care adoption centers and effective enforcement of the animal care and regulation ordinance through the development and management of supporting programs. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.


Administers the County's Building Code Services and Consumer Protection programs.

Monitors and establishes all special programs and projects including services to cities, unlicensed contractors; Central Examining Boards, elevator operations, School Board, tree trimmers licenses, and airport expansion.

Monitors revenues collected for all programs, handles dissemination of information to construction trades on all issues affecting the Division and the industry, such as fee schedule increases.

Enforces the Broward County Consumer Protection Code.

Ensures compliance with state and federal legislation to protect the public from unfair and deceptive trade practices.

Ensures compliance of regulatory ordinances governing auto repair/auto paint and body shops, local moving companies, taxi and limousine operators, title loan companies, towing charges for non-consent tows.

Promotes responsible pet ownership through humane education to reduce the number of complaints and problems related to animals.

Monitors revenues collected; handles dissemination of information to the animal care community on all ordinances and related issues.

Reviews current divisional activities and programs for effectiveness, and implements improvements.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Animal Care and Adoption Centers.
Directs through subordinates the planning, scheduling and coordination of divisional activities.

Develops policies, procedures and priorities to meet established goals.

Prepares and monitors division budget and prepares special reports as required.

Attends budget meetings, Commission meetings, City agenda meetings and other conferences and public and professional meetings as required.

Performs related work as required.


Thorough knowledge of the principles and practices of County government.

Thorough knowledge of all applicable federal, state and local regulatory requirements.

Thorough knowledge of applicable federal, state and local codes and regulations relative to the division.

Thorough knowledge of budgetary processes, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Graduation from an accredited four-year college or university with major course work in engineering, architecture or related field; six (6) years experience in building, permitting and consumer protection programs; including four (4) years high level supervisory and administrative experience in a large organization in a variety of interrelated programs; or any equivalent combination of relevant training and experience.
