NATURE OF WORK
This is highly responsible professional and administrative work in planning, organizing and directing the activities of the County's airports.
Work involves responsibility for the administration and direction of the five operating divisions involved in the operation, management and maintenance of County-owned airports and related facilities. Position incumbent interfaces with federal and state agencies on matters concerning airports and aviation issues and seeks out federal and state funding; ensures that facility needs are met and development and operation plans are coordinated with outside agencies. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
Administers the County's airport system; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.
Directs the development, implementation and maintenance of strategic, fiscal and capital improvement plans for the Department.
Directs the preparation of and monitors Aviation Department budget and preparation of special reports as required.
Reviews architectural and engineering plans for airport expansion and development.
Negotiates with interested groups and agencies and potential users of airport property and facilities.
Represents the County before community groups, service organizations and civic committees to promote the development and use of the airport facilities.
Represents the Department's interest before local, state and federal agencies.
Attends conferences and public and professional meetings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of aviation management and public and business administration.
Thorough knowledge of all federal, state and local regulatory requirements applicable to the management of the County's airport system, including security, safety, aircraft operations, emergency procedures and control of air traffic.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, coast accounting, financial planning and management.
Thorough knowledge of airline and leasehold operations at a large hub airport facility.
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
Knowledge of environmental issues and compatible land-use related to airport development and operations.
Ability to plan, implement and coordinate technical and administrative programs.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in business administration or airport management or related field; thorough experience in airport management, including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
