This is highly responsible management and administrative work in planning, organizing and directing the activities of the Planning and Environmental Regulation Division.
Work involves responsibility for the administration and operation of the Broward County Land Development Code, regulatory review of the land development requirements of Broward County government, water engineering and licensing regulatory program, aquatic and wetland resources regulatory program.  Position incumbent is also responsible for managing all activities related to redevelopment and general planning services including preparing the comprehensive plan, conducting demographic and economic research, and providing geographic information systems support. Position incumbent regularly appears before the County Commission and has a very high degree of public contact. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.


Administers the County's land development regulations, impact fee, aquatic and wetlands resources, tree preservation, water engineering and licensing programs.
Administers the County's comprehensive planning and redevelopment programs.

Directs through subordinates the planning, scheduling and coordination of divisional activities.
Develops policies, procedures and priorities to meet established goals.
Prepares and monitors division budget and prepares special reports as required.

Attends conferences and public and professional meetings.
Prepares agenda reports and presents items to the County Commission.
Resolves complex and/or delicate situations regarding applicants and other members of the public, frequently involving interpretation of County Ordinances, policies and procedures.

Coordinates the activities of more than twenty agencies inreviewing applications for proposed development (this includes ensuring that agency responses are timely, based upon ordinance or policy and not in conflict with input from other agencies).
Performs related work as required.

Thorough knowledge of the principles and practices of planning, development regulation, urban planning and administration.
Thorough knowledge of all federal, state and local regulatory requirements applicable to land use planning, comprehensive planning and land use law.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.
Ability to express ideas effectively, both orally and in writing.
Ability to make public presentations and explain technical data.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

Master's Degree in Planning, Urban Studies or related field; six (6) years experience in planning, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
