ASSISTANT DIRECTOR OF MANAGEMENT AND BUDGET

NATURE OF WORK

This is professional and administrative budget and management work in directing the operation of a policy oriented central staff agency.

Work involves assisting in planning, directing and coordinating administrative and budget development activities in all areas of administration.

Work involves supervising the activities of professional staff. Work involves the review of complex financial program and policy data.

Work is performed with considerable latitude for independent judgment and initiative.

Work is reviewed through conferences, reports and observation of program effectiveness and results achieved.

ILLUSTRATIVE TASKS

Assists in planning, organizing, and directing the programs and functions of the Office of Management and Budget.

Instructs, supervises, and directs the activities of professional staff involved in budget development and administration, capital budgeting, productivity improvement, budget control, policy research, and systems development.

Reviews and evaluates the work of subordinates to determine the accomplishment of objectives.

Assists the CountyAdministrator in developing budgetary policies and strategies for fiscal and management planning.

Develops and implements long-term spending plans and policies.

Acts as Budget Director in the Director's absence.

Makes recommendations regarding fiscal and administrative policies.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of current budgetary techniques, concepts and procedures as applicable to local government.

Thorough knowledge of public administration principles and practices including current trends and developments in the field.

Thorough knowledge of the organizational structure of county government including the functions and interrelationships of operating agencies, elected officials, and administration.

Considerable knowledge of applicable laws, regulations, and procedures related to governmental fiscal affairs.

Ability to plan, direct, and coordinate the work of a staff of professional subordinates.

Ability to analyze complex financial problems and exercise sound judgment in decision making.

Ability to express ideas and concepts effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in public administration, finance, or business administration; six (6) years progressively responsible experience in local government budget preparation and management analysis work including four(4) years supervisory and administrative experience in local government budgeting or any equivalent combination of relevant training and experience.
