ASSISTANT DIRECTOR OF EQUAL OPPORTUNITY

NATURE OF WORK

This is a highly responsible professional and administrative work assisting in planning, organizing and directing the operations of the Office of Equal Opportunity.

Work involves responsibility for assisting in the administration, direction, and implementation of all phases of the County's equal opportunity, affirmative action, and civil rights programs performed at the Office of Equal Opportunity and related locations.

Position incumbent provides oversight and direction to specialized functions or areas so as to ensure proper coordination, performance against budget and compliance with policies, procedures, and appropriate priorities.

Assignments are received in the form of broad policy statements.

Work is performed independently with general supervision by an administrative superior.

Performance is reviewed periodically through conferences and written reports.



ILLUSTRATIVE TASKS

Assists the Director in administering the County's equal opportunity, affirmative action, civil rights programs and community relations; directs through subordinates the planning, scheduling and coordination of activities; develops policies, procedures and priorities to meet established goals.

Coordinates the administrative or programmatic activities of the Office and its subdivisions with those of other county departments, and when necessary, with comparable organizations in other public and private jurisdictions.

Recommends and implements organizational and administrative changes.

Reviews existing organizational patterns, programs, work relationships, space, equipment, and staff utilization; promotes effective operations through standardization, improvement, simplification and installation of new operating systems.

Oversees development, implementation and maintenance of strategic, fiscal and capital improvement plans for the Office, oversees the Civil Rights Division, and other functions as assigned.

Assists in preparing, monitoring and controlling the budget and prepares special reports as required.

Prepares or coordinates the preparation of federal, state, or other grants.

Represents the County before local government, community groups, service organizations, civic committees, and advisory boards to promote equal opportunity, affirmative action, civil rights, and community relations.

Serves as acting director in absence of the director.

Attends conferences and public and professional meetings.

Performs related work as required.



KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of public administration and/or business administration.

Thorough knowledge of all federal, state and local regulatory requirements applicable to equal employment opportunity, disadvantaged business enterprise and civil rights programs.

Thorough knowledge of the funding process in a local government environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in conducting mediation hearings and meetings.



REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration or related field; eight (8) years experience in equal employment opportunity, disadvantaged business enterprise, affirmative action, civil rights and compliance work including six (6) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
