This is highly responsible supervisory and administrative work in planning, organizing and directing the activities of the Aviation Planning Division.


Work involves responsibility for the administration and direction of planning activities for county-owned airports and related facilities. Position incumbent administers all planning, activities, develops and implements the airports' master plans, develops long range plans and participates in environmental studies, Airport Layout Plan (ALP) and related Capital Improvement Plan (CIP). Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.




Administers the County's Aviation Planning program; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.


Develops, implements and maintains strategic, fiscal and capital improvement plans for the Aviation Department.


Develops and implements recommendations of master plans, noise studies and long range planning studies to ensure continuous development of the County's Air Transportation System.


Prepares and monitors division budget and prepares special reports as required.


Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.


Attends conferences and public and professional meetings.


Performs related work as required.




Thorough knowledge of the principles and practices of airport planning.


Thorough knowledge of all federal, state and local regulatory requirements applicable to airport, planning and noise control monitoring.


Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.


Considerable knowledge of the current methodologies, techniques and equipment used in measuring noise impact.


Considerable knowledge of the principles, practices and procedures of organization, management, and administration.


Ability to plan, implement, and coordinate technical and administrative programs.


Ability to coordinate airport development and operation plans with federal, state and local governmental agencies.


Ability to control planning, design and construction in a manner which causes minimum disruption to airport operations.


Ability to understand computer programming and computer modeling, analyze data and interpret results.


Ability to express ideas effectively, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.




Graduation from an accredited four (4) year college or university with major course work in engineering, planning, architecture or related field; six (6) years experience in major airport planning, architecture or engineering, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
