NATURE OF WORK
This is highly responsible supervisory and administrative work in planning, organizing and directing the activities of the Aviation Business Division.
Work involves responsibility for the administration and direction of business activities for county-owned airports and related facilities. Position incumbent administers and negotiates leases for the use of county-owned airport property and facilities, manages land acquisition programs, manages concession programs, negotiates airline agreements, including rates and charges. Assignments are received in the form of broad policy statements and other permits and agreements for airport users. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
Administers the County's Aviation Business program; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.
Develops, implements and maintains strategic, fiscal and capital improvement plans for the Division.
Develops and negotiates agreements including rates and charges with the airlines.
Develops and negotiates leases and concession agreements with airport tenants and concessionaires.
Prepares and monitors division budget and prepares special reports as required.
Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.
Attends conferences and public and professional meetings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of
business administration, real estate management and negotiations.
Thorough knowledge of all federal, state and local
regulatory requirements applicable to airport property management.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
Ability to plan, implement, and coordinate technical and administrative programs.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in business administration, accounting or related field; thorough experience in airport or airline properties management, including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
