This is highly responsible leadership, supervisory and professional management work in directing a wide range of Aviation’s administrative, finance, business and information system functions and programs.


Work involves the responsibility for assisting in the oversight, direction and coordination of administrative, financial, business and information system activities for county owned airports and related facilities.   Assignments include the responsibility for airport financial management including capital budgets, airport rates and charges, financial policies and procedures and bond resolutions; property and lease management; personnel/payroll management; customer service initiatives; ADA facilities review and compliance; department training initiatives; purchasing and; airport art programs.   Assignments are received in the form of broad instructions or general program objectives. Work is performed independently with general supervision by the Director of Aviation.   Performance is reviewed periodically through conferences and written reports.




Assists the Airport Director in administering the County’s Aviation Administration, Finance, Business and Information System programs; directs through subordinates the planning, scheduling and coordination of departmental activities; develops policies, procedures and priorities to meet established goals.


Oversees Finance, Business and Information System Divisions and other related central administrative functions as assigned.


Insures proper coordination, performance against budget, and compliance with policies and set appropriate priorities for assigned functions.


Develops, implements and maintains department administrative policies and procedures.


Plans, directs and supervises the activities of professional and administrative staff; coordinates departmental budgets, financial operations, business property and lease management, automation and technology programs, personnel, customer service and record keeping activities.


Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.


Attends conferences and public and professional meetings.


Performs related work as required.




Thorough knowledge of the current principles and practices of aviation management and public and business administration.


Thorough knowledge of all federal, state and local regulatory requirements applicable to airport financial management, airport property management, real estate management and negotiations and procedures related to personnel and customer service program management.


Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.


Thorough knowledge of airline and leasehold operations at a large airport facility.


Considerable knowledge of budget preparation and administration.


Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.


Ability to evaluate performance of the organization and correct as necessary.


Ability to plan, direct and supervise technical and administrative activities.


Ability to analyze facts and exercise sound judgment in decision making.


Ability to express ideas effectively, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.




Graduation from an accredited four (4) year college or university with major course work in public or business administration or related field; six (6) years executive level administrative experience including four (4) years high level supervisory experience in a wide variety of functions including, but not limited to:   property and lease management, negotiations, financial management and budget activities, automation and technology issues, human resources and customer service; or any equivalent combination of relevant training and experience.
