SAFETY AND HEALTH PROGRAM SPECIALIST

NATURE OF WORK

This is advanced technical and professional level work in the assessing, developing, coordinating and delivering training programs in occupational safety and health, loss control, environmental health and related disciplines.

Incumbent provides technical and outreach support to Section Manager with regard to EHS training and is responsible for development and administration of the training database.

ILLUSTRATIVE TASKS

Assesses Divisions' EHS training needs by consulting with management, reviewing operations and/or conducting surveys.

Designs core training programs for various audiences, both technical and non-technical. Customizes programs as necessary to meet the needs of each Division. Use story board or appropriate software to determine logical flow of information. Sets course objectives and build appropriate learning activities. Create handouts and collateral.

Matches training needs to the best resource and method of delivery. Sets standards for third party trainers. Researches market and identifys/qualifys extensive library of resources in various media. Evaluates cost, number of employees affected, frequency, operational logistics, etc. in order to recommend best option(s).

Assures the quality and effectiveness of the EHS training courses by performing or being subject to internal performance audits. Follows up with questionnaires and on-the-job post-assessments as appropriate. Leads management/employee focus groups as necessary to obtain feedback and suggestions.

Recommends changes in course content or development of new training programs. Performs continuous needs assessments; stays abreast or developments in the regulatory and training fields and with County operations; solicits regular input from stakeholders.

Documents training in accordance with federal, state and local regulations, as will as County policy. Establishes method and format for tracking status of EHS training within parameters of newly designed training database. Provides certification of completion to Divisions and employees.

Generates monthly reports detailing the percentage of EHS training programs designed/delivered against plan, the number of employees trained, Division participation and performance, etc. The annual report will reflect performance to date and include

prospective component for improvement (content adjustment, new course development, budget needs, etc.).

Supports Section's field staff in collection of operational hazard data as required.

Performs related work as required.

KNOWLEDGE ABILITIES AND SKILLS

Thorough knowledge of general adult education theories, principles, methods and practices.

Considerable knowledge of occupational safety and health and related disciplines.

Knowledge of pertinent regulations, standards, guidance and industry best practices, including OSHA, NIOSH, ANSI, EPA, CDC.

Ability to identify potential occupational hazards and to recommend sound solutions following recognized scientific principles.

Ability to counsel affected parties factually regarding potential safety or health risks and the precautions necessary to avoid adverse effects.

Ability to develop, compile and analyze surveys, results, course outlines, lesson plans, course content and training aids.

Ability to plan, coordinate and conduct a full rage of EHS training sessions.

Ability to design and use database applications to organize related training information and to perform relevant statistical analyses.

Ability to interpret regulatory and technical information and to extract implications to County operations.

Ability to keep confidential personal and business information obtained during the course of work, except when required by law or overriding health and safety considerations.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with colleagues, the general public, County officials, contractors and others from diverse cultural and linguistic backgrounds, regardless of race, religion, age, gender, disability, political affiliation or other prejudice.

REQUIRED EXPERIENCE AND TRAINING

Bachelors degree with major course work in the physical or biological sciences, engineering or related field; continuing EHS education appropriate to enable incumbent to accurately and consistently identify and evaluate occupational hazards; experience in adult learning and instructional design; a minimum of four (4) years experience EHS training; or any equivalent combination of education or experience.
