This is advanced professional, analytical and supervisory work with administrative responsibility for managing multiple large scale agency business applications programming and systems analysis projects.   It requires direct collaboration with the County’s central IT organization, particularly for installation of applications on County servers and/or attaching agency specific business automation application components to the County’s infrastructure.

Work involves providing high-level professional support and project management direction of multiple large scale business information applications including design and development of applications for large computer systems. Duties include reviewing business application programming techniques and recommended information system solutions and enhancement plans and related cost-benefit comparisons.

Work requires the supervision of professional and technical agency personnel. Work is reviewed by an administrative superior through conferences, consultations, and overall program achievements.



This classification is distinguished from the Business Applications Analyst III by the additional experience required, and the management of agency business automation application solutions.



Plans, organizes and reviews results of business process studies of the agency’s large-scale organizational operations.

Performs project management responsibilities for the agency’s extensive business applications programming and systems analysis projects.

Supervises professional and technical personnel throughout the phases of the agency’s business applications implementation.

Reviews business application designs, development of applications, and documentation for accuracy, timeliness, and to ensure adherence to County-wide information technology standards.

Evaluates approved business applications specifications, feasibility studies, and cost-benefit analyses related to the agency’s business needs.

Performs related work as required.



Thorough knowledge of current principles, practices, and techniques of systems analysis as specified in the BC Strategic Plan.

Thorough knowledge of the County’s strategic direction for information technology specialty areas relevant to the agency’s business needs.

Thorough knowledge of modern design and programming principles and techniques.

Thorough knowledge of business applications programming language and/or operating system relevant to agency’s conduct of business.

Considerable knowledge of advanced business information applications management techniques and long range planning.

Considerable knowledge of the principles of supervision, organization and administration.

Ability to plan, direct, and supervise business information applications analysis and programming operations and activities.

Ability to apply technological business application languages, concepts, and tools within established time frames.

Ability to analyze technical material and documentation, and exercise sound judgment in decision making.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

Skill in system design.

Skill in the coding, testing and debugging of application programs.



Graduation from an accredited four (4) year college or university with major course work in computer science or related field; six (6) years experience in systems analysis, systems design and applications programming relevant to the agency’s business including related project management experience; or any equivalent combination of relevant training and experience.
