NATURE OF WORK
This is professional work performing a wide range of small business enterprise development tasks within the Office of Economic and Small Business Development.
Work involves ensuring the County's compliance with federal, state, and county legislation and directives in procurement activities for small business enterprises. Work also involves collecting and analyzing data; providing technical, outreach, and training assistance and information to county agencies and public, private, and not-for profit sectors to promote an understanding of federal, state and county business, small business development laws, policies, procedures and programs; and participating in the successful implementation of such programs. Work is reviewed by an administrative superior through conferences and reports.
Verifies that business owners control, manage, and operate certified businesses in County small business development and U.S. Department of Transportation certified business programs.
Coordinates and manages lists of certified small business enterprises in databases.
Conducts research on utilization, impact, and benefit of small business development programs.
Provides staff support to the Broward County Aviation Department and Transportation Department on matters pertaining to the County's Disadvantaged Business Enterprise and Airport Concessions Disadvantaged Business Enterprise Program Plans, under Title 49 CFR Parts 26 and 23, including required periodic reporting.
Ensures the County's compliance with legislation and directives in the area of small business enterprise programs and activities, including actively monitoring contracts for adherence to agreed certified business participation, conducting site visits, and engaging in enforcement actions to assure program efficacy.
Prepares required quarterly, annual, statistical, and other reports, and participates in long range program planning to achieve program goals.
Works with office’s outreach section to create publications and make presentations to diverse targeted audiences to identify, recruit, screen, motivate, and develop small and emerging business owners.
Provides staff support to a Small Business Advisory Board.
Coordinates activities and tasks with other county agencies, and public, private, and not-for-profit organizations involved in small business enterprise development activities.
Attends conferences, training, seminars, and meetings.
May act as lead worker to subordinate staff.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the laws, development, and policies in the field of small business enterprise development, particularly Federal law governing utilization of certified disadvantaged business enterprises (e.g. Title 49 CFR 26).
Considerable knowledge of the methods, procedures, and techniques of conducting research and analyses and practical and documented experience in the creation of reports relevant to job-related tasks.
Ability to exercise sound judgment and act independently to accomplish office tasks, to achieve goals and mission.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in public or business administration or related field, and four (4) years experience in small business enterprise programs, specifically certification, compliance, outreach to targeted business communities, and program coordination; or any equivalent combination of relevant training and experience.
Experience with the Federal Disadvantaged Business Enterprise and Airport Concessions Disadvantaged Business Enterprise programs is preferred but not required.
