HUMAN RESOURCES TECHNICAL SPECIALIST

NATURE OF WORK

This is responsible human resources administration work in the Division of Human Resources.

Work involves performing technical and clerical tasks in the Division of Human Resources. Employees in this class supervise a staff of clerical personnel in the preparation and maintenance of the documentation related to the certification process. Considerable independent initiative and judgment is exercised in conformance with standard policies and procedures. Work is reviewed by an administrative superior who assigns work, assists in difficult areas, and evaluates performance for technical quality and thoroughness.

ILLUSTRATIVE TASKS

Plans and supervises the establishment of eligible lists in accordance with division policies and applicable state and federal legislation; assigns employee and veteran preference points as appropriate.

Supervises the preparation and distribution of lists to user agencies.

Reviews the work of subordinate paraprofessionals in the preparation and maintenance of documentation related to the certification process.

Reviews and authorizes Personnel Requisitions (BC102-105).

Monitors budget position numbers to ensure proper entitlements to names of eligibles.

Establishes registers in a timely manner.

Meets with recruitment staff and recommends actions based on review of the status of lists and knowledge of division operations and procedures.

Determines addition and removal of names from the eligible lists in accordance with civil service rules, policy and practices.

Polls lists to determine applicant interest for selective certification.

Monitors compliance with veterans and other preferred eligible passovers.

Serves as resource person to user agencies, interpreting rules and answering questions regarding the requisition and certification process.

Advises managers and division staff of the certification process and the status on individual certificates.

Responds to inquiries from the general public by telephone and in person, regarding status and duration of eligibility, open filing, and other human resources activities.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the standard job requirements for a wide variety of occupational categories.

Considerable knowledge of mathematics sufficient to calculate percentiles and process ungrouped numerical data.

Considerable knowledge of governmental human resources administration practices and procedures .

Ability to communicate effectively both orally and in writing.

Ability to plan, assign and supervise the work of paraprofessionals and clerical employees.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from high school supplemented by college level course work in statistics and human resources administration; considerable experience in general clerical work including experience in human resources administration and supervisory work; or any equivalent combination of training and experience.
