NATURE OF WORK
This is responsible technical human resources administration work in the County's central human resources agency.
Work involves participation in technical and administrative work in such areas as: Staffing Services, Labor Relations, Compensation Services or Employee Development. Supervision may be exercised over subordinate specialists and clerical personnel. Work is reviewed by a technical or administrative superior through observation, conferences, and reports.
This class is distinguished from Human Resources Analyst I by the greater experience required.
Prepares, edits, and administers examinations; consults with officials of departments as to requirements of classifications for which examinations are to be given.
Evaluates training needs in cooperation with management; conducts studies and surveys to determine training needs.
Reviews applications for employment with the County; checks for adherence to minimum training and experience qualifications announced for specific job openings; rejects or otherwise questions those who fail to meet such qualifications.
Rates examinations or parts thereof, determining correct answers; prepares keyed answer sheets; verifies candidates papers and recommends internal weights for the various examination subsections.
Guides applicants in properly completing applications; explains and clarifies job qualification requirements, rating procedures, and the selection process.
Supervises and participates in classification studies; examines duties statements and interviews employees to determine proper allocation to classifications; determines allocations subject to approval of a superior; prepares written reports to support allocations; writes classification specifications.
Conducts pay surveys and makes recommendations for the adjustment of salary ranges to reflect labor market conditions, turnover experience and related factors.
Advises county officials on all labor and/or employee relations matters; represents the County in contract negotiations with employee or union organizations; assists and advises in the administration of labor contracts.
Coordinates with superior in laying out long-range plans for supervisory training; conducts necessary research to implement and bring innovation to future programs; confers with supervisors in the development of in-service training projects within various county departments.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of modern principles, procedures and practices of human resources administration and labor relations.
Knowledge of current trends and practices in labor relations as required by assignment.
Knowledge of county policies and rules and of state and federal laws affecting human resources administration and labor relations.
Knowledge of the principles of modern management as applied to the various functions of government at the County level.
Knowledge of civil service methods and procedures and state statutes pertaining to public employment.
Knowledge of research techniques and the sources and availability of current information.
Knowledge of administrative techniques used in determining personnel requirements for varied types of governmental services.
Ability to analyze human resources administration problems and to recommend appropriate courses of action.
Ability to conduct labor negotiations as required by assignment.
Ability to design and install procedures and forms and supervise office operations and staff.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in business or public administration; experience in human resources administration work; or any equivalent combination of experience and training.
