NATURE OF WORK
This is professional, administrative, and technical human resources work in an assigned County agency.
Work typically involves supervising and participating in the administration of all areas of human resources in a particular agency. Incumbent provides professional, administrative, and technical assistance to the agency director and employees as an agent and representative of the County Human Resources Director. Work is reviewed through conferences and reports for adherence to established policies and achievement of desired objectives.
Manages employee/labor relations, staffing and recruitment activities, compensation and classification issues, employee development and training, and related activities at an assigned County agency.
Provides technical assistance to determine the most effective course of action to address/resolve personnel issues.
Interprets and clarifies Federal, State, and local rules, regulations and policies, and County labor agreements.
Maintains contact with the Human Resources Division concerning recruitment, compensation, employee development, and employee labor relations.
Recommends policies and procedures to improve existing programs or to implement new programs and policies.
Completes projects assigned by agency director and/or Human Resources Director.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the principles and practices of human resources administration.
Considerable knowledge of all applicable Federal, State, and local laws, rules and regulations.
Considerable knowledge of personnel rules, administrative orders, and BrowardCounty policies and procedures.
Considerable knowledge of the structure and function of the County agency to which assigned.
Knowledge of supervisory principles and practices.
Ability to effectively manage a complex human resources management program for a County agency.
Ability to analyze and evaluate pertinent related data/information in order to make constructive recommendations/decisions.
Ability to plan, direct, and coordinate the work of subordinates in a manner conducive to full performance and high morale.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy or gender identity and expression.
REQUIRED EXPERIENCE AND TRAINING
Bachelor’s degree from an accredited college or university with major course work in Human Resources Management, Business Administration, Public Administration or closely related field; four (4) years of experience in human resources administration; or any equivalent combination of relevant training and experience.
