NATURE OF WORK
This is administrative and management work directing and coordinating functions of specially assigned programs or projects.
Work involves coordinating all activities of a program or project which has operational responsibility of an extensive scope, a very large-sized budget, and provides a critical county service. Supervision is exercised over a staff of professional and clerical personnel according to project assignment.
Work involves serving as a liaison with other county, state, federal and community agencies.
Employees in this class are expected to coordinate and manage operations with considerable independence and initiative. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures.
Work is reviewed through conferences, reports and program achievements.
This classification is distinguished from a Special Projects Coordinator III by the responsibility for managing and directing the functions of a program or project of an extensive scope.
Coordinates and manages all activities of a program or project which has operational responsibility of an extensive scope, a very large-sized budget and provides a critical county service; supervises, assigns and reviews the work of specially assigned project personnel and subordinates.
Assumes project responsibility for administering the activities and operations of construction contracts and grant programs; devises project procedures and schedules; prepares project reports and related data.
Provides professional level staff assistance to an administrative superior, division or department head in specially assigned areas of operation; assists and advises on matters pertaining to programs or projects assigned.
Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.
Develops, recommends and implements changes in operating policies and procedures.
Conducts and reviews special studies in conjunction with a project; analyzes data and makes recommendations based upon studies.
Provides administrative liaison among various county operational and administrative functions related to an assigned project.
Analyzes, interprets and explains policy regulations and operating procedures.
Monitors and supervises maintenance of project records and documentation.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles of management, organization and administration.
Thorough knowledge of modern office practices, systems and equipment.
Considerable knowledge of the standard practices in the fields of local government personnel management, budgeting and accounting.
Knowledge of the functions and operations of the unit to which assigned.
Ability to plan, direct and coordinate the work of subordinates as required by work assignments.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in public or business administration or field related to area of assignment; six (6) years experience in a staff or administrative capacity appropriate to the area of assignment; or any equivalent combination of relevant training and experience.
