NATURE OF WORK
This is advanced professional and highly technical planning work managing a major segment of program administration in a county planning agency.
Work involves assisting the director with program and policy development, and providing high level technical expertise and project management direction.
Employees in this class are responsible for the execution, development and implementation of work programs, projects and studies. Incumbents may provide project supervision, training and direction to other professional and technical staff in assigned work teams or sections. Work is performed with considerable independence and initiative under the direction of an administrative supervisor.
ILLUSTRATIVE TASKS
Serves as the principal professional and technical resource person within a functional planning section for activities and operations involving development management, comprehensive planning, economic development, data base systems, human services, transportation, zoning and capital improvements programming.
Assists in the research and preparation of annual work programs and budgets.
Makes recommendations regarding personnel appointments and promotions; participates in the work of a team and provides project supervision for the team as assigned.
Develops, implements and executes section work programs/projects and studies.
Consults, coordinates and advises other departments, units and sections.
Coordinates and makes presentations at public meetings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of general planning principles and practices.
Thorough knowledge of sources of information, current literature, and recent developments regarding urban planning.
Thorough knowledge of research techniques.
Ability to initiate and develop programs and policies.
Ability to analyze policy and technical issues and to exercise sound judgment in decision making.
Ability to effectively manage assigned professional planners and technical staff on lead projects.
Ability to communicate effectively both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
A Master's Degree in urban planning or related field; 6 years responsible planning experience, including 2 years experience in program development and implementation; or any equivalent combination of relevant training and experience.
