TRANSIT SECURITY MANAGER

NATURE OF WORK

This is responsible professional and administrative work assisting in the planning and directing of a comprehensive safety and/or security program for the County’s Department of Transportation. 
Directs overall management, administration and implementation of Broward County Transit’s (BCT) Bus, Rail, and Facilities safety and/or security.

Work involves developing detailed annual goals and objectives for safety and security managing public transit efforts to ensure the County’s Transit System complies with all federal, state, and local safety and/or security regulations and requirements.

Develops the safety and/or security plans for BCT to maintain compliance with the FTA/FRA Guidelines.

Position incumbent manages the safety program and any staff that may be assigned, safety related functions for bus and rail operations and serves as a liaison with all countywide departments such as risk management, workers compensation, facilities, and other units for all bus operations and maintenance operations, bus terminal facilities, administrative offices, garages, transfer stations, and bus and rail stops.

Develops safety and/or security standards, procedures, specifications and programs as required by BCT, its passengers, and the general public to achieve the highest degree of safety and security.

Reviews, monitors, and assesses day-to-day operations, maintenance, and construction activities throughout the transit system to insure identification and elimination of safety and/or security hazards.

Assignments are received in the form of general verbal and written instructions. Work is performed under the supervision of an administrative superior.

Performance is reviewed through conferences and written reports.

ILLUSTRATIVE TASKS

Assists the Transit Division Director or Transit Manager of Compliance with management and enforcement of the Transit Safety and/or Security Programs in accordance with applicable local, state and federal regulations.

Develops, implements, and updates safety and/or security plans, policies and procedures in compliance with mandates or recommendations by the Federal Transit Administration (FTA), or Florida Department of Transportation (FDOT) Regulation 14-90, Equipment and Operational Safety and Security Standards for Bus Transit Systems.

Coordinates development and implementation of internal and external safety and security operating procedures and related policies and rules and ensures distribution of all Transportation Safety and/or Security Program policies, guidelines and other related materials to management, employees, and contractual services. Reviews and updates policies and procedures as required, to maintain compliance with all local, state, and federal guidelines.

Manages day to day transit safety and/or security related activities  and services including contractual service agreements, and related programs. 

Works closely with the Transit Security or Safety Manager on various concerns.

Oversees the development and implementation of Emergency Response Plans by Departments and Units and overall BCT emergency preparedness.

Represents the Division Director of the Transportation Department or Transit Manager at various meetings and activities involving local, state, and federal agencies, and other groups regarding security and/or safety issues.

Develops, directs, and coordinates BCT safety and/or security training programs; Hazard Communication Standard, Bloodborne Pathogens, lock-out tag-out training and other safety and/or security related training.

Reviews, analyzes, interprets and maintains safety and/or security related statistical and programmatic records and reports.
Summarizes regulatory reports applicable to safety and/or security at Broward County Transit.

Assists the Compliance staff in such areas of mutual concern as developing procedures for Emergency Response Plans, Desk Reference Guide relative to bomb threats, suspicious packages and substances, fire, etc.

Formulates and develops plans, procedures and programs to meet specific Operations safety and/or security needs and problems. 

Responds to compliance reviews conducted by FTA/FRA and FDOT.

Prevents safety  and/or security violations and problems by identifying potential safety and/or security concerns, collecting and analyzing data on trends and patterns, performing and reviewing safety inspection reports and formulating alternatives to address trends and concerns.

Maintains records of employee safety training and similar related information.

Performs other related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of federal, state and local regulations applicable to transit safety and or security.

Thorough knowledge of applicable regulations, administrative and procedural requirements pertaining to area of responsibility.

Thorough knowledge of transit operations and FRA/FTA/FDOT regulations and transit safety and/or security requirements.

Knowledge of transit facilities and layout.

Ability to read and interpret building plans, site plans, development plans, aerials, and specifications relating to safety and/or security regulation requirements.

Ability to recognize deviations from regulatory requirements and from established policies and procedures; takes appropriate action when necessary.

Ability to interpret and explain public transit safety and/or security regulations, rules and procedures to the general public, and employees in a non-confrontational manner.

Ability to assign and supervise the work of staff performing safety and/or security functions such as Transit Supervisors in a manner conducive to high performance and high morale.

Ability to analyze facts and exercise sound judgment.

Ability to carry out complex oral and written instructions.

Ability to express ideas concisely, both orally and in writing.

Ability to initiate and manage administrative programs and procedures and to evaluate their effectiveness.

Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.

Ability to communicate effectively, orally and in writing, and to submit reports and maintain regulatory records.

Ability to make public presentations as a representative of the department.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university with major course work in safety management, civil engineering, logistics or related field; six (6) years experience in safety and/or security management which must have included two (2) years experience in public transit or similar environment or any equivalent combination of relevant training and experience

NECESSARY SPECIAL REQUIREMENT   

Must possess a valid Florida Driver's License.

Current or previous certification as a safety and/or security professional, preferably in public transit. Must be able to pass a criminal background check and obtain and maintain any local, state, or federally mandated security clearances for working in public transit security and safety.
