HUMAN SERVICES REGIONAL MANAGER

NATURE OF WORK

 

This is high level administrative and managerial health and human services work.

 

Employees in this classification coordinate social or human services within a large geographic area of BrowardCounty and manage a multi-service regional human services facility/facilities which may also house non-County human services agencies.

 

Incum­bents plan and coordinate services for the assigned region including those offered at affiliate office(s) and for community-based case management throughout the region. Incumbents coordinate collaborative services with partners, conduct community outreach activities and attend community and provider meetings as needed. Supervises County professional, para-professional, and support staff.

 

Manages provision of administrative and facility management services for the regional center(s). Applies advanced knowledge and skills in developing regional and center(s) objectives, operating procedures, and systems for monitoring and evaluating service delivery.

 

Supervision is received from an administrative superior who assists with problems that arise, reviews work, and evaluates region and center activities for operational efficiency and effectiveness.

 

 

ILLUSTRATIVE TASKS

(May vary slightly based on area of assignment).

 

Plans services for the assigned region, center(s), and affiliate site(s), and develops delivery systems and outcome measures for approved services.

 

Manages the delivery of approved services including coordinating direct services provided at the Center(s) or site(s) by non-County agencies or through co-location arrangements. Coordinates and provides community-based case management services.

 

Develops and maintains collaborations and/or partnerships with profit, non-profit, and faith-based agencies, with academic institutions, with cities and community groups, and Human Services stakeholders to identify and implement agreed upon services to address concerns and needs of targeted populations. May identify and help acquire new grant-funded programs.

 

Organizes and conducts community meetings and seminars, serving as liaison between the Division and the community. Attends conferences and professional meetings to plan and coordinate the delivery of human services within the County and assigned region.

 

Manages regional human service center(s) and affiliate site(s).

 

Manages the health, safety, and infection control for facility staff.

 

Manages renovations and arranges for repairs. Purchases equipment, supplies, and services for the facilities according to County procurement procedures.

 

Assists in development of Division policies and operating procedures and in budget development for the Division, the center(s), and affiliate site(s). Manages the approved budget for the region = s programs and services, operations, staffing, and capital. Develops, evaluates, and monitors objectives, programs, and internal procedures for the center(s) and affiliate site(s).

 

Prepares Commission Agenda items and commission requests. Compiles data and prepares narrative and statistical reports, program reports, and position papers, etc. Maintains administrative liaison among various county, state and federal agencies.

 

Responsible for records management and retention of client and administrative records for the Center and affiliate site(s) in keeping with Florida Records Statutes.

 

Hires and assigns center(s) staff as authorized. Plans and manages the work of staff assigned to the Center(s) and affiliate site(s).

 

Evaluates staff performance. Develops and administers a continuing in -service training program for regional staff. Fosters individual career advancement.

 

Designs and maintains a system to collect data to identify and analyze trends, to provide baseline and on-going program and service information for reports and planning, and to measure and assess program outcomes, personnel performance, and operational functions.

 

Reviews medical, clinical, and vocational services in the center(s) and affiliate site(s) to further develop the one-stop for services concept.

 

Develops and maintains policy and procedural standards of operations to satisfy JCAHO requirements. Participates in JCAHO committees and prepares performance improvement reports.

 

Reviews screenings and assessments and approves direct services interventions. Conducts analysis of emergency assistance and self-sufficiency case management programming.

 

Plans and implements crisis response procedures and interventions during emergency situations and may provide brief therapy to individuals and families.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Thorough knowledge of the methods and principles of management, social work administration, and supervision including budgeting and staff development.

 

Thorough knowledge of social work and/or program principles, techniques, and practices and their applications to specific casework as well as community problems.

 

Thorough knowledge of governmental and private agencies and institutions and ways in which these resources may be made available to client.

 

Considerable knowledge of the provision of state public welfare laws and regulations.

 

Considerable knowledge of general and specialized areas of human services and current best practices of service delivery.

 

Knowledge of basic budget principles and procedures.

 

Ability to supervise and coordinate the activities of professional, para-professional, administrative and support staff and supervisors engaged in a wide variety of financial services, and therapeutic and/or social casework activities.

 

Ability to express ideas clearly and concisely, both orally and in writing.

 

Ability to prepare detailed operating and program budgets and proposals.

 

Ability to analyze narrative and tabular data in order to assess program effectiveness and delivery efficiency.

 

Ability to identify community resources for the purpose of building partnerships and collaborations appropriate to the goals of the Center, the Division, and the Department.

 

Ability to use a personal computer and basic office application software.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Master = s degree from an accredited college or university with major course work in social work, sociology, gerontology, psychology, or other field closely related to this assignment; six (6) years of progressively responsible experience in social services casework which includes four (4) years of supervisory and/or social service program administration experience; or any equivalent combination of relevant training and experience.

 

Depending upon area of assignment, may be required to have a valid Florida driver’s license and be able to drive and to obtain and maintain authorization to drive on County business.
