COMMUNITY TRANSIT OFFICER

NATURE OF WORK

 

This is specialized administrative and supervisory work assisting in the management and development of transit services within the Division of Mass Transit.     

 

Work involves the administration and implementation of directives and programs, and provide comprehensive transit services for all clientele, including specialized transportation service for elderly, disadvantaged and disabled residents of BrowardCounty.

 

Responsibilities include monitoring service delivery and standards, budget and report preparation, working closely with both government and private organizations to develop and refine transit services, passenger safety, public relations, integrating community bus and paratransit with traditional fixed route and coordinating the use of state, federal, and local transportation program funds.

Supervision is received from an administrative superior who provides latitude for independent judgment and discretion, and reviews work through conferences, reports and observation of work results.

 

 

ILLUSTRATIVE TASKS

 

Assists section manager in the day to day functions of specialized transit services such as community bus or paratransit services.

 

Supervises and consults with subordinates on specific problems and routine activities including the delivery of service issues, financial, purchasing, personnel, and clerical functions.

 

Plans and implements specialized transportation programs which may include paratransit and/or community bus services.

 

Monitors transportation service contracts and/or other agreements related to transportation services.

 

Reviews Requests for Proposals, Letters of Interest, and contracts for transportation services that utilize state, federal and local funds through the State of Florida’s Coordinated Transportation program.

 

Reviews operational data and prepares operational reports for administrative review.

 

Reviews, evaluates and awards grant applications in conjunction with the Florida Department of Transportation.

 

Communicates with the general public, various community organizations, and passengers to resolve service issues regarding transit services: including fixed route , community bus, and paratransit.

Serves as direct communication link with federal, state and local agencies.

 

Meets with the general public and local boards to resolve major complaints and present program information.

 

Assists in preparing budget recommendations for division level, and monitors budget.

 

Develops and maintains current list of persons eligible for emergency evacuation.

 

Performs related work as required.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Considerable knowledge of the principles, practices, and procedures of the administration of a transportation system and/or paratransit transportation system.

 

Considerable knowledge of mass transportation and/or paratransit related safety procedures and policies.

 

Knowledge various grant procedures such as federal, state, or local.

  

Knowledge of federal budget preparation and administration.

 

Ability to bring together an effective system of transportation services that provides for disadvantaged persons.

Ability to plan, supervise and coordinate the activities of subordinates.

 

Ability to communicate effectively both orally and in writing.

Ability to communicate effectively the division’s vision and mission to groups and local agencies, via community presentations and written material.

 

Ability to analyze a variety of complex administration and operational problems and to recommend solutions and prepare necessary working procedures.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty’s Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in transportation or business administration; four 4) years administrative experience in a mass transit, paratransit, social service transportation, or transportation operation; or any equivalent combination of relevant training and experience.
