CONTRACTS/GRANTS ADMINISTRATOR I

NATURE OF WORK

This is limited professional and administrative work assisting in initiating, coordinating and/or administering assigned programs or projects involving public sector procurements and/or contract, grant, or lease administration.   Work may also involve monitoring or evaluating compliance with the terms of a contract or grant which has operational responsibilities of a limited scope and/or reviewing community agency adherence to established standards.   Activities may also include monitoring or evaluating compliance with established human service program outcomes and associated indicators.

Work involves development of procurement solicitation documents, and/or initiating or coordinating, monitoring and/or evaluating all activities of a contract, grant and/or lease project which has operational responsibility of a limited scope and/or provides a supplementary county service; assisting and making recommendations on matters pertaining to grant writing, monitoring and fiscal management procedures as well as serving as a liaison with other county, state, federal and community agencies.

Work requires some familiarity with the subject matter of the project but full technical knowledge is not essential as specialists in the various aspects of the operation are utilized for technical assistance. Employees in this class are expected to initiate, coordinate and manage activities of assigned procurements, contracts, grants or leases, and/or monitor or evaluate them with some independence, although all major decisions are referred to an administrative superior for advice and direction. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures.

ILLUSTRATIVE TASKS

Maintains an assignment of a limited number of contracts for administration, monitoring and/or evaluation activities.

May conduct agency site visits to determine contractual compliance and efficacy of contracted programs in performing required activities and achieving outcomes.

Generates detailed contract related reports based on site visits and/or desk audits of the programs using computer software applications.

Maintains contract related data in hard copy and electronic formats.

Initiates and/or coordinates and manages all activities of a contract, grant and/or lease project which has operational responsibility of limited scope, a small-sized budget, and  which may provide a supplemental county service.

Assumes project responsibility for administering, monitoring and/or evaluating the activities and operations of a contract, grant and/or lease project.

Assists in the development of projects, programs, contracts, and grants and in the development of monitoring and/or evaluation policies, procedures and schedules; may assist in developing procurement or solicitation documents as well as in the review of solicitation or procurement responses.

Assists in researching and writing new grants.

Performs analysis of grants, contracts, and/or leases; prepares statistical reports, project reports, monitoring/ evaluation reports and related data using computer software applications.

Monitors/evaluates grants, contracts and/or leases.

Provides staff assistance to an administrative superior, division or department head in specially assigned areas of operation; assists and advises on matters pertaining to contract, grant and/or lease project assigned.

Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.

Provides administrative liaison among various county operational and administrative functions related to an assigned contract grant and/or lease; interprets and explains policy regulations and operating procedures.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Some knowledge of the principles of management, organization, and administration.

Some knowledge of the standard practices in the fields of local government or public procurement, budgeting and accounting.

Some knowledge of contract and grant initiation administration.

Some knowledge of best practices in the field of monitoring and evaluation of contracts and grants.

Some knowledge of modern office practices, systems and equipment.

Some knowledge of the functions and operations of the unit to which assigned.

May require knowledge of best practices in human service delivery models or best practices as appropriate to the area of assignment.

Ability to use a computer, particularly word processing and spreadsheet applications, at basic level.

Ability to plan, direct, and coordinate the work of co-workers as required by work assignments.

Ability to research best practice models for contract/grant administration, monitoring and/or evaluation, and human services or other area specific to the area of assignment.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Bachelor’s degree from an accredited four-year college or university with major course work in public or business administration or field related to area of assignment; six (6) months experience in a staff or administrative capacity initiating, managing and/or monitoring contracts, grants and/or leases; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Depending upon area of assignment, incumbents may be required to possess a valid Florida driver’s license and be able to drive throughout employment and to obtain and maintain authority to drive on County business.
