This is responsible, highly technical, administrative work with complex procurements and assigned projects in the County’s central purchasing system.

Work involves varies methods of procurement including quotation requests, invitations to bid, request for proposals, and request for letters of interest from preparation to award. The employee will supervise subordinate professionals as delegated by an administrative superior and exercises considerable independent judgment in accordance with established policies. The employee also exercises considerable independent judgment in devising improved procedures, interpreting existing rules, and formulating recommendations to superiors. Work is reviewed through conferences and written reports for adherence to established policies and achievement of management objectives.


This classification is distinguished from the position of Purchasing Agent II by the first-line supervisory responsibility associated with the position; the higher level of authorization for enabling the awarding of contracts; the level of contact with elected officials, department and division directors, and the professional service community; as well as the additional experience and knowledge required. 


Plans, assigns and supervises the activities of subordinate professionals involved in specification preparation and in contract preparation and administration for the purchase of commodities and services.

Reviews, analyzes and resolves complex purchasing problems and transactions.

Assists user agencies in solving unique and highly complex procurement needs by advising as to the proper procurement method to be used.

Attends meetings and conferences representing and purchasing interests for the designated areas of responsibility. 

Makes recommendations regarding administrative policies and procedures.

Utilizes all portions of an automated procurement system and the resulting system generated reports on a daily basis.

Performs related work as required.


Thorough knowledge of purchasing management as related to the principles and practices of public purchasing administration and procurement of commodities, construction, general and professional services.

Thorough knowledge of current methods and techniques utilized in contract administration and cost analysis.

Thorough knowledge of standards and specialized procurement and recording practices and ability to apply such knowledge to maintain efficient purchasing control and information systems.
Thorough knowledge of purchasing laws and regulations.

Considerable knowledge of automated procurement systems and the ability to utilize the system as a management tool.

Ability to assist in the administration of a central purchasing agency.

Ability to plan, coordinate, negotiate, and facilitate.

Ability to review, analyze and resolve problems.

Ability to supervise and evaluate the performance of subordinate professionals.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

Skill in conducting workshops and training sessions.


Graduation from an accredited four-year college or university with major course work in public or business administration or related field; four (4) years experience in a large centralized private sector or governmental purchasing operation including two (2) years supervisory experience; or any equivalent combination of relevant training and experience.
