This is professional and administrative work in the design and management of less complex construction projects for the County.

Work involves responsibility for authorizing and monitoring the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of county structures and related projects. Work includes the management of various projects through all phases of development including planning, consultant selection, design management, selection of contractor, construction management and inspection. Major technical or policy problems are discussed with a superior before taking action. Employees in this class may supervise sub-professional assistants engaged in field and office engineering work. Work is reviewed by a supervising engineer through conferences, inspections and reports.


Develops and prepares engineering plans and designs for a variety of construction projects; estimates quantities and costs of such projects.

Assists consultants in the development of construction projects; issues work orders to consultants, surveyors and testing labs; reviews consultant's plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultants's cost estimates and verifies consultant's invoices and recommends payment.

Coordinates bid advertisements; schedules and assists in conducting pre-bid conferences; assists in evaluating bids and making recommendations for award of contract.

Schedules and assists in conducting pre-bid construction meetings with consultants, contractors and subcontractors.

Issues Notice to Proceed to contractors; reviews field inspection reports.

Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant's payments.

Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies; arranges

for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.

Prepares required paperwork for capitalizing and closing the project.

Performs related work as required.


Knowledge of the principles and practices of engineering as applied to the design, construction and maintenance of public facilities in the area of specialization.

Knowledge of the current literature, trends and developments in the field of engineering specialization.

Knowledge of building materials, methods and construction systems.

Knowledge of established policies, procedures and regulations.

Knowledge of accounting principles relative to budget and costing adherence.

Knowledge of construction management methods, standard construction practices, and construction contracts and agreements.

Ability to understand architectural and engineering drawings and specifications related to construction projects.

Ability to review and suggest changes, additions and corrections in the plans and specifications of projects.

Ability to inspect projects under construction for conformance to contract documents.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with consultants, contractors, supervisors and officials.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in the use of a personal computer and related software for report preparation.


Graduation from an accredited four-year college or university with major course work in civil engineering, construction management or field of specialization appropriate to area of assignment; two (2) years experience in professional engineering or construction management work appropriate to area of assignment; or any equivalent combination of relevant training and experience.
