PROJECT MANAGER III

NATURE OF WORK

This is advanced professional and administrative work with supervisory responsibilities in the management of construction projects for the County.

Work involves responsibility for planning, assigning and reviewing the work of a small professional staff of Project Managers. Emphasis of the work is on development of policies and procedures to ensure success in the monitoring of the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex county structures and related projects. Responsibilities include analyzing special conditions/circumstances which arise on the projects, assisting subordinates with solving difficult or unusual construction problems and assisting in the establishment of division objectives. Incumbents exercise considerable independent judgement in the application of the principles and practices of planning, design, construction and the administration of a variety of construction projects. Assignments usually are received in the form of broad instructions or general program objectives. Supervision is exercised over professional engineers and sub-professional assistants. Work is reviewed for general adherence to established guidelines and procedures.

DISTINGUISHING CHARACTERISTICS

This class is distinguished from the Project Manager II by the greater experience required, the supervisory responsibilities and the opportunity for considerable independent decision-making.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of a staff of subordinate Project Managers engaged in monitoring the work of architectural and engineering consultants engaged in the construction of a variety of complex projects.

Establishes policies and procedures for processing consultants' invoices, requisitions and purchase orders.

Establishes guidelines for reviewing consultants' plans and specifications and conducts meetings with consultants and contractors.

Establishes design guidelines and construction standards for projects; assists subordinates to solve unusual or difficult construction problems.

Establishes policies and procedures for bid advertisements and pre-bid conferences.

Ensures compliance with policies and procedures prior to execution of change orders; reviews change proposal requests and advises on establishing priorities for the initiation of change orders.

Establishes standards and procedures for substantial completion and final acceptance inspections and reviews inspection reports; assists in final determination of project completion and recommends final acceptance of completed project.

Formulates policies for warranty administration; screens complaints and delegates assignment for correction.

Performs special investigations, sites analyses and feasibility studies as required and submits technical and management reports.

Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys.

Assists with the preparation of the budget for capital expenditures.

Makes recommendations regarding hiring, discipline and promotions of subordinates; authorizes leave; evaluates employee performance.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the principles and practices of engineering as applied to the design, construction and maintenance of public works facilities in the area of specialization.

Considerable knowledge of literature, trends and developments in the field of engineering specialization.

Considerable knowledge of building materials, methods and construction systems.

Considerable knowledge of established policies, procedures and regulations.

Considerable knowledge of accounting principles relative to budget and costing adherence.

Considerable knowledge of construction management methods, standard construction practices and construction contracts and agreements.

Considerable knowledge of the principles of management, public and business administration and their application to the administration of government activities.

Considerable knowledge of the supervisory principles and practices.

Ability to plan, organize and supervise the work of a staff of subordinate professional employees in a manner conducive to full performance and high morale.

Ability to exercise judgment and discretion in devising and installing policies and procedures for the administration of construction projects.

Ability to delegate to subordinates the authority necessary to complete responsibilities in construction projects.

Ability to understand complex architectural and engineering drawings and specifications related to complex construction projects.

Ability to interpret pertinent laws and regulations and enforce compliance with construction designs and schedules.

Ability to analyze bids and make recommendations for award of contracts.

Ability to conduct meetings with consultants, contractors and representatives of other agencies.

Ability to establish and maintain effective working relationships with consultants, contractors, supervisors and departmental officials.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in the use of a personal computer and related software for report preparation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in civil engineering or field of specialization appropriate to area of assignment; four (4) years progressively responsible experience in the design, construction and management of construction projects, including supervisory experience; or any equivalent combination of relevant training and experience.
