PARKS STAFF ENVIRONMENTAL SPECIALIST

NATURE OF WORK

This is advanced professional and technical environmental work involving significant natural resource enhancement and improvement projects throughout the county.

Work involves assisting supervisor and Director in establishing environmental program policy and development. Work requires the responsibility for the execution, development and implementation of environmental programs, projects and studies. Employee assists in developing site management plans and master plans for the Division with coordination through cities, advisory groups, citizen interest organizations and other appropriate staff. Employee provides supervision and training to professional staff to accomplish natural resource management objectives. Work involves coordination with consultants, contractors and regulatory agency personnel conducting various natural areas projects. Work is reviewed through conferences, reports and observation of project/program results.

ILLUSTRATIVE TASKS

Provides environmental resource information to consultants, regulatory agencies, and contractors to achieve successful restoration programs throughout the Division.

Provides contract administration over significant County resource management and restoration programs.

Assists directly in the development and finalization of resource management plans and master plans for all natural areas in the Division.

Conducts coordination meetings with city administration staff, advisory boards, homeowners groups and others to achieve final management and master plans.

Analyzes and reviews projects conducted by the University of Florida.

Coordinates mitigation projects with environmental consultants.

Compiles resource management reports; conducts research, studies, investigations and completes data requests.

Supervises training by subordinates for Division staff and outside agencies regarding natural resource management techniques.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of South Florida ecosystems and management thereof, associated hydrological requirements and related geology and soils.

Considerable knowledge of a diverse array of natural areas management techniques.

Ability to develop and initiate programs and policies involving natural resource management.

Ability to analyze policy and technical issues and to exercise sound judgement in decision making.

Ability to effectively manage and supervise staff.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in natural resource management, environmental science or related field; four (4) years experience in environmental/natural resource programs, including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
