This is technical and supervisory work in the review of building plans, construction plans and project applications for compliance with environmental regulations.

Work involves responsibility for supervising the activities of the environmental permitting section within the Land Use and Permit Division. Supervision is exercised over a group of subordinate technical specialists engaged in the application of basic engineering principles and techniques in the review of plans for compliance with federal, state and local environmental regulations. Duties include managing and participating in maintaining permitting files and preparing environmental reports. Considerable independent judgment and initiative are required to insure the smooth flow of permit applications and control of issued permits in accordance with federal, state, and local environmental regulations. General supervision is received from an administrative superior who assists with unusual work problems and reviews work for attainment of desired management objectives.


Plans, assigns, and supervises the work of environmental permit specialists engaged in the review of plans and applications for compliance with federal, state, and local regulations related to storage tanks, hazardous materials, water supply wells, air pollution, tree removal, contaminated sites, alteration of wetlands, and the demolition or renovation of commercial or residential property.

Manages the issuance of environmental permits.

Reviews complex plans and applications for conformity with established regulations and informs the regulated public of modifications required for compliance.

Reviews and maintains various environmental permitting reports and tracks fee receipts.

Reviews proposed changes to County Ordinances and provides recommendations regarding the impact of proposed changes on the permit approval process.

Provides information and assistance to the general public and other government agencies.

Performs related work as required.


Considerable knowledge of the content and meaning of information on engineering plans submitted for construction in Broward County.

Considerable knowledge of all applicable federal, state, and local environmental regulations related to construction and engineering plans.

Considerable knowledge of the standard terminology, techniques, and practices of environmental regulations.

Ability to supervise and coordinate the work of subordinate personnel in a manner conducive to full performance and high morale.

Ability to determine if engineering plans are in conformance with federal, state, and local environmental regulations.

Ability to explain environmental regulations and engineering requirements to contractors and the regulated public.

Ability to keep records and prepare reports.

Ability to analyze facts and exercise sound judgement in decision making.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Graduation from an accredited four-year college or university with major course work in science, engineering, or drafting; four (4) years experience in sub-professional plans review or natural resource protection, including two (2) years supervisory experience; or any equivalent combination of relevant training and experience.
