NATURE OF WORK
This is professional work in the area of housing program compliance including multi-family housing program compliance. Work involves coordinating, reviewing and monitoring compliance with bond requirements for bond financed rental development projects.
Under general supervision, incumbents are responsible for monitoring existing Multi-family programs in regard to tax compliance requirements as outlined in the Land Use Restriction Agreement and Authority policies for financed projects. Performs regular audits of resident files for completion of proper documentation to establish income category compliance and adherence to Land Use Restriction Agreement guidelines. Conducts random on-site audits, including inspection of units, model amenities, and grounds. Independent judgment is exercised in daily operations within established policies and procedures. Supervision is provided through meetings, review of reports, and property site audits.
Monitors monthly income certifications and Bond Program Reports from all properties.
Assists with training of leasing staff on compliance report structure, policies, and deadlines through on-site training work sessions.
Assists in preparation, revision, and implementation of compliance forms as needed.
Provides technical and general assistance to management companies and on-site leasing staff.
Monitors submissions of program documents as outlined in the Land Use Restriction Agreement and follows up with management company and developer staff as needed. Creates and maintains detailed summaries for future reference.
Assists in preparation of monthly Rental Occupancy Reports for inclusion in the Authority's monthly agenda packet and with other program or compliance reports and statistics as needed.
Monitors occupancy of multi-family properties to determine cause of low rental ratios and reports such findings to management.
Maintains organized filings of Bond Program Reports and related documentation.
Reviews bond financed rental "new additions" files to ensure project compliance.
Conducts periodic on-site audits of Housing Finance Authority financed multifamily projects.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Ability to generate routine correspondence and compliance reports using word processing, spread sheet, and other computer software applications.
Ability to conduct accurate reviews of bond financed project records.
Ability to evaluate and oversee the education of multi-family projects staff.
Ability to communicate effectively, both orally and in writing.
Skill in using standard software applications, including word processing and spread sheets.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in business or closely related field; (4) four years of experience in apartment leasing or housing program compliance monitoring or enforcement; or any equivalent combination of relevant training and experience.
