SUBSTANCE ABUSE SUPERVISOR

NATURE OF WORK

This is professional clinical, supervisory, and administrative work within a County substance abuse treatment program.

 

Work involves responsibility for planning, developing, and supervising the clinical services and admin­­istrative functions of substance abuse unit staff, including staff hiring within County guidelines. Work includes contributing to agency service delivery and operational development. Employees in this classification provide clinical supervision and administrative program oversight and may provide direct client services for a limited caseload. May also plan, evaluate and provid­e training.

 

Employees apply knowledge of sophisticated addiction and/or substance abuse treatment and/or co-occurring disorder treatment philosophy and methods and skills as well as apply knowledge of clinical supervision, counseling, and administrative principles. Employees exercise considerable independent judgment, initiative and decision making in accordance with agency and regulatory requirements, policies, and procedures. Direct administrative and clinical supervision is provided by a clinical superior.

 

ILLUSTRATIVE TASKS                  Tasks may vary based on area of assignment. Tasks are presented in no particular order. Nomenclature for program participant varies among the agencies using this job classification, e.g., client, consumer, patient. For the purpose of this classification specification, program participant will be used.

Assigns and supervises the work of clinical and support services staff.

 

Assists in developing programs of a clinical, educational, and/or rehabilitative nature.

 

Conducts activities and monitors the environment of care to maximize participant and staff safety.

 

Implements and communicates Division policy and procedures.

Maintains liaison with service delivery network for coordination and integration of treatment.

 

Maintains required clinical records manually and/or electronically using computer based applications.

 

May conduct home and community visits as required by the area of assignment.

 

Monitors and evaluates treatment program quality and effectiveness, consulting with clinical superiors as needed.

 

Monitors program participant records and reviews staff utilization of the agency’s electronic client database system.

 

Participates in Continuous Quality Improvement (C.Q.I.) and/or Performance Improvement (PI) activities as required for the area of assignment.

 

Participates in decisions regarding staff performance issues and   disciplines.

 

Participates in development of program policies, procedures and work plans in accordance with the Division’s performance improvement process.

 

Participates in recruitment activities and employment related decisions.

 

Participates in trainings and staff and management meetings as directed.

 

Plans, develops, and co-ordinates programs of a clinical, educational, and/or rehabilitative nature as they relate to prevention, treatment, and recovery from addiction and/or substance abuse and co-occurring disorders.

 

Prepares accurate and timely written clinical and program reports, using computer-based software applications.

 

Promotes and organizes community support for the program/s through lectures, meetings and other professional contacts, as assigned.

 

Provides direct services to program participants and their families or other care givers, as required by the area of assignment.

 

Reviews and evaluates job performance of assigned staff.

 

Reviews clinical records to evaluate quality of work and insure compliance with procedures and requirements.

 

Supports staff professional development and assists in identifying training opportunities.

 

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS                May vary slightly based on area of assignment. Tasks presented in no particular order.

Considerable knowledge of age and cultural competence theory and practice as applicable to the treatment of addiction/substance abuse and/or co-occurring disorders and as required for the area of assignment.

 

Considerable knowledge of addiction/substance abuse and/or co-occurring disorder assessment and treatment protocols.

 

Considerable knowledge of public health laws, JCAHO standards, federal confidentiality laws (42CFR, 45CFR), and state regulations (65D-30) as required for the area of assignment.

 

Considerable knowledge of laws, best practices and literature in the field of addiction/substance abuse, co-occurring disorders, and mental health.

 

Considerable knowledge of psychology and counseling theory and practice, with an understanding of family counseling and the ability to apply the knowledge to the treatment of addictions/substance abuse and co-occurring disorders.

 

Considerable knowledge of the dynamics and problems of addiction and/or substance abuse and co-occurring disorders and current practices of treatment.

 

Knowledge of Continuous Quality Improvement (C.Q.I.) and/or Performance Improvement (PI) activities as required by the area of assignment.

 

Knowledge of local public and private treatment agencies or programs and an understanding of their role in addiction or substance abuse treatment.

 

Ability to work effectively with program participants, the general public, and staff at all levels.

 

Ability to work effectively on a multi-disciplinary team.

 

Ability to use basic office computer software and to learn and use the electronic client database system used by the agency.

 

Ability to relate goals and methods of addiction or substance abuse treatment to community groups and agencies as required for the area of assignment.

 

Ability to react calmly and quickly in an emergency situation.

 

Ability to prepare narrative and statistical reports using computer-based applications.

 

Ability to plan, supervise and coordinate the work of assigned staff to ensure quality treatment.

 

Ability to multi-task.

 

Ability to maintain accurate records in accordance with the agency’s documentation policy and procedures.

 

Ability to learn and comply with Division and County policy and procedures.

 

Ability to facilitate effective and efficient functioning among staff through support, conflict resolution, and team building skills.

 

Ability to develop, initiate and implement clinical programs and procedures, as approved, and to evaluate their effectiveness in providing quality care.

 

Ability to counsel effectively with program participants and families and to lead group sessions as required.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to communicate Division information accurately and in a timely manner.

 

Ability to apply time management and organizational skills.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County = s Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status, or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Master = s Degree from an accredited college or university with major course work in psychology, social work, counseling or other field, closely related to this assignment; four (4) years of experience in sub­stance abuse treatment and/or counseling which includes two (2) years of experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.

 

NECESSARY SPECIAL REQUIREMENT

Certification as an Addiction Professional (CAP) by the state of Florida or licensure as a Licensed Mental Health Counselor (LMHC), Licensed Marriage and Family Therapist (LMFT), or Licensed Clinical Social Worker (LCSW) with the state of Florida, as appropriate to the area of assignment.

May be required to possess a valid Florida driver’s license and to be able to drive and to obtain and maintain authority to drive on County business, as required for the   area of assignment.
